The bill to authorize the organizing of National Banks without circulation was then taen up. Morton offered an additional sectien to his bill authorizing National Banks that have reduced their capital stock, to withdraw a proportion of bonds upon reducing their own circulating notes, and depositing legal tenders in proportion to lawful money in lieu thereof.
