In the Senate, Morrill said there were important duties before them. Congress had shown a masterly inactivity since it had been here, and he hoped the great child American Senate had ish enough after having defeated the resolution on Wednesday, by ten votes, to take it up and pass it now. The Sen ate then, by a vote of 63 to i'Jt took up the adjournment resolution Question. Boutwell was opposed to the repeal of the bankrupt law, but desired its amend ment, and wanted the senate to take lime to consider the subject fully, he would therefore now vote for the recess. Morton submitted a resolution that the committee on judiciary be instructed that in any bill they report in regard to the bankrupt law, whether or not for its repeal or amendments thereto, that such repeal or such amendments as relates to acts, causes or conditions by virtue of which any person may be thrown' into involuntary bankruptcy, shall be retroactive, and be dated back and take effect at a period not later than Dec. 1, 1873. He said he desired to give nonce that the Senate would act upon this matter. Sumner objected to the debate and the resolution went over. The Senate went into executive session and the do3rs4 adjourned till January 5th. The amendments reported by the Sen ate committee on civil service to the House salary bill are in the form of a substitute for the bill. It repeals the law of March 3, 1873, so far as it relates to members, officers or employees of Con gress, and fixes their salaries and com pensations at exactly what tbey were at the tijie of the passage of that act. In the House Butler called up the sup plementary civil rights bill and proposed to limit the debate to two hours, but Beck gave notice that unless fair time was allowed fer discussion, the Demo crats would interpose all dilatory motions possible. Butler said the bill was simply intend ed to override hostile State legislation. It conferred no rights not now belong ing to the colored race, Beck opposed the bill, lie said not a man on ms side ot tne nouse wanted to see the negro oppressed or deprived of any rights, but Congress was usurping authority over matters that belonged exclusively to the States. He also ob jected to the effect the bill would have on the public school system, tending to drive white children from the public e schools. ; ;j i .;v f. .'',!,: J l amily.
