The debate on the repeal of the bank ruptcy law was continued, the repeal being opposed by Frye and White, and favored with amendments by Eassen, McCreary, Buell, South, Ohio; Ward, Ills., andPotter. Butler closed the debate in a speech in favor of the bill. Tremain moved the previous question on the third reading of the till, but the House refused to second it. Heck 4hen moved to strike out all after the first section, and insert the following instead Sec. 2. That all suits and proceed ings now pending in the courts of the Uuited States, wherein an adjudication of bankruptcy has been made, shall be proceeded with and governed by the provisions of the existing laws, wnich are hereby continued in force cnly (or the purpose of closing op the suits and Provided proceedings now pending. that from and after the passage of this act, the fees, commissions and charges of officers ami agents of courts in bankruptcy cases shall be reduced to'ooe half of the fees, commissions and charges heretofore allowed. The previous question was seconded on this proposition, and the amendment was agreed to with out division. The bill as amended then passed, yeas, 220; nays, 44. It consists of two sections, the first repealing the bankruptcy acB of the 2d of March, '67, and all acts amendatory thereof; the second enacting the 'proposition submit ted by Beck. Hale, from the select committee on salaries, reported back the bill which repeals all the provisions of the act of March 8d, '73, increasing the salaries, except so far as relates to the Judges of the Supreme Court and the President of the United States during his present term. The second section fixes the pay of Senators and Representatives at $5,- 500 per annum, and necessary traveling expenses coming to and returning from the National Capitol once every session, and no other allowances whatever. The salaries of all officers and employees of Government, with the exceptions named in the first section, shall be hereafter the same as they were prior to the passage of the act of '73. The third section requires the Secre tary of the Treasury to cover into the treasury all sums that may remain undrawn, or that have been received as increased compensation, which shall or may have come into his possession by return thereof. Hall stated that the committee had arrived at the figures $5,500 for the pay of Congressmen by adding to the sum $5,000, the average mileage and stationery allowances of the members of last Congress, less the amount of $40, the exact amount of such allowances being $541.80 to each member. Easson offered an amendment the ef fect of which would be to the bill, so far as applies to Congressmen, operative from the beginning of this session. Hurlbut ottered a facetious amend ment, providing for grading the mem bers into $7,500, $5,000 and $3,UUU classes, leaving each member to fix his own status. He expressed an opinion that the House did not intend to pass any political measure. After further debate, in which Eldridge defended bis action on the salary bill, Easson moved-the previous question on his amendment, refuajng to withdraw his motion to allow Butler to offer an amendment for deduct ing the amount of back pay received by the members of the present Congress from their part during this session. The House refused to second the motion and Butler then offered his amendment, which was rejected; yeas, 121; Days, 129. Several motions to adjourn were made and rejected, and Easson's amendment was then adopted; yeas, 172; nays, 77; and' without further vote on the measure the House adjourned. Merrill, from the appropriation com mittee, reported back without amend ment the House bill making a special appropriation of tour millions for the navy and asked its immediate consider ation. Morton objected and Merrill gave no tice that he would call it up at an early day. Morton wanted to take up his rsolu tion reported admitting yesterday, Pinchbeck, but Ferry objected and hop ed that it would be postponed until after the holidays. At the expiration of the morning hour, Morton moved to lay atide the. regular order, being a resolution reported by the finance committee on Wednesday last, and proceed to the consideration of the Pinchbeck resointion. Morton argued the ease of Pinchbeck was similar to that of Goldthwaite, of Al., and that Pinchbeck ought to be ad m it ted, and the legality of his election decided afterwards. The question was one of law and not of politics. In the course of his speech he declared his be lief in the legality of the Eelloee gov ernment in Louisiana. &nd euloeixed that government as the best the State had had in seven years. He contended that the State bad the unquestionable right to determine the legality of its legislature. Stockton said that all great lawyers had maintained that the Senate had the power to inquire into the legality of the legislature electing a Senator, and he did not think the doctrine could be successfully disputed. Morton replied that the President had determined who was Governor, and which was the legislature of Louisiana, add the House of Representatives had agreed with the President. Sherman, from the finance committee, reported unfavorably the bill authorizing the payment ef a portion of the duties on imports in legl tenders, and the committee was discharged from further consideration of the bills. Luttrell asked leave to offer a resolution, reciting the amount of interest paid by the government on account of the several I'aoific railroad companies, and directing the Attorney General to bring a suit to recover the same. Sypher objected, and the lesolutioa was not received. Tho House then took up the bill reported yesterday by the judiciary committee, to repeal the bank , , rupt law, Tremaine advocated the bill. . Wilson, of the judiciary committee, opposed the repeal, and argued that if the law wag deficient or weak in any respect it ought to be amended instead of repealed. Beck gave notise of an amendment to substitute for the section which looks to details, a provision to reduce all costs, fees and charges fifty per cent. After further discussion the House passed the bill in the shape of a simple repeal, and an additional section requiring all pending suits and proceedings to be wound up under the present law, but a reduction of one half in the fees and charges. Willard offered a resolution which was adopted, directing the committee on civil service reform to enquire into and report as ta the propriety of reducing the salaries of government officials. The select committee on the salary question hare just reported a bill fixiDg the salaries of Senators and members at $5,000, which shall be in lieu of all allowances, except for actual individual traveling expenses, and putting back all other salaries to their old figures, except as to the Judges of the Supreme Court, and as to the President during the present term.
