The Havana news published this morning occasioned very great interest. Cabinet officers, however, have no important news to communicate. There was a full 'attendance at the cabinet meeting, and a probability of a prolonged session. There are many speculations as to the result of delay in delivering the "Virginius" by the Spanish authorities in Havana, and the opinion is expressed that Spain will be unable to enforce its orders. .Several members of Congress were among the callers at the White House and in their interviews with the President our Spanish relations were a prominent subject of comment. It has been said that Spain will probably, if it be found impossible for the Castelar government to enforce its official decrees in Cuba, make an official admission of the fact, and that revolution exists in Cuba, and that the United States will have the countenance of Spain in seizing the in the harbor of Havana. No one in any quarter thinks this government will recede in the slightest degree from its position, decided upon by the cabinet and accepted by Spain. The Secretary of the Navy is in daily conference with the Bureau officers, and a system operations, in case of absolute necessity, for striking a decisive blow is without doubt definitely decided upon. The diplomatic branch of our Government is not so hopeful now as it was sev eral days ago, of the ability of Spain to carry out its orders. The suggestion of a modification of the protocol that the "Virginius" may be delivered to a third party, to await adjudication, does not at present meet with any official favor. The y that there statement published was not one United States naval vessel at Havana yesterday is accounted for by the fact that it was part of the arrangement between Secretary Fish and the Spanish Minister that there should be no show of menace whatever on our part, which could increase the excitement at Havana and elsewhere in Cuba, while the plan of release was intended to be effected yesterday in the quietest manner possible. There is no excitement in any quarter concerning (he "Virginius" question, although some curiosity is expressed to learn the condition of affairs at Havana. Official advices are withheld from the public for prudential considerations. The talked over the situation, Cabinet but nothini was done to change the po sition of affairs. The embarrassments surrounding the Spanish Government are appreciated, and therefore without a prolongation of time, this Government will wait till a delivery can be effected in a way that will give the least offense to the Spanish pride. It is believed from what has been privately said in official quarters, that it was not agreed between Secretary Fish and Admiral Polo that the "Virginius" should be surrendered at the port of Havana, but that the ves sel should be taken from the harbor and conveyed beyond its jurisdiction, and then delivered to such United btatcs vessels as might be sent te receive it. Preparation is beinjr, made to give timely notice of the transfer. It is considered that this course would give less occasion for offense than if one or more of our ships should go directly to Havana for that purpose. Government leaves to Spain the fulfillment of its obligations, but if this should prove Impracticable, the facts will be reported to Congress for its action. Mining Claims surveyed. Sealing Up.
