The rumor probably riginaied in the privately expressed opinion of the commissioner inquiring into tbe outrages on the Texan border, that such raids could be stopped oniy by a change of boundary, but tbe said opinion has uerer been embodied in writing. New York, 12. The Herald editorially doubts the story of Jay Gould's private advices that the supreme court has determined to af firm the court of claims' decision in tbe Union Pacific railway case. His ability to purchase such advance information would necessarily involve the favor of snme member of the court. The Herald believes the story is cunningly devised for speculative purpeses. and character izes the Union l'ucifio as dangerous stock, which does not represent a dollar of contributed capital, and it is only natural that some one is anxious to sell all the shares which dupes can be induced to buy.
