The Legislature passed a memorial asking Congress to investigate the charges, and the memorial was sent to the Governor for his approval. He returned it without his signatue, aeeompauied by a special message reaffirming the charges, which message was also telegraphed, but without any mention of the memorial. Resolutions and memorials do not require the lxccutiv3 signature to make them effective, and the memorial was again passed by the House and Council and forwarded to Congress. The Governor has acted with equal contradiction iu vetoing a new jury law and a law relating to marshals and attorneys, the first of which would have nullified Judge McKean's objection to the existing jury law, aud the second would have settled the vexed question of the marshahhip by abolishing the office.
