The debate on the repeal of the bankruptcy law was continued, the repeal being opposed by Frye aud While, and favored with amendments by Ka8on, McCreary, Duell, Smith, Ohio; Ward, Ills., and Potter, butler closed the debate in a speech in favor of the till. Tremain moved the previous question on the third reading of the bill, but the House refused to second it. Deck then moved to strike out all after the fir.--t section, and insert the following instead: Sec. 2. That all suits and proceed-fng- s now pending in the courts of the United States, wherein an adjudication of bankruptcy has been made, shall be proceeded with and governed by the provisions of iho existing laws, which are hereby continued in force uily Jor the purpose of closing up the suits and Provided proceedings now pending. that from and after the passage of this not, the fees, commissions and charges of officers and agents of courts in bankruptcy cases shall be reduced to one half of the fees.uommisiious and charged heretofore allowed. The previous question was seconded on this proposition, nnd the amendment was agreed to with out division. The bill as amended then passed, yeas, 220; nays, 41. It consists of two sections, the first repealing the bankruptcy act of the 2d of March, '07, and all acts amendatory thereof; the second enacting the proposition submitted by Beck. Hale, from the select committee on salaries, reported back too bill which repeals all the provisions of the act ul March Sd, '73, increasing the salaries, except no far as relates to the Judges of the Supreme Courand the President of the United States during his. present term. The second sectiou fixes the pay of Senators and llepresontatives at per annum, and necessary iraveliug expenses coming to and returning from the National Capitol once every session, and uo other allowances whatever. The salaries of all officers and employees o! Government, with the exceptions named in the first section, shall be hereafter the same as they were prior to the passage of the act of '73. Morton argued the ease of Pinchbeck was similar to that of Gol Jthwaite, of Al , ami that Pinchbeck ought to be admitted, and the legality of his election deeded afterwards. The question was one of law and not of politics. In the course of his speech ho declared his belief in the legality of the Kellogg in Louis;ana and eulogized that government as the best the State had had in seven yetirs. lie contended that the State bad the unquestionable right to determine the legality of its legislature. The Supreme Court of Louisa ana had decided that the Returning Board and legislature were legal, and there was no appeal from that decision. Stockton said that all great lawyers had maintained that the Senate had the power to inquire into the legality of the legislature electing a Senator, and he diii not think the doctrine could be successfully disputed. Morion replied that the President had who was Governor, and determined which was the legislature of Louisiana, add the House of Representatives had agreed with the President. Sherman, from the finance committee, reported unfavorably the bill authorizing the payment of a portion of the duties on imports in leg ll tenders, and the committee was discharged from further consideration of the bills. Luttrcil asked leave to offer a resolution, reciting the amount of interest paid by the government on account of the several Pacific railroad companies, and directing the Attorney General to bring a suit to recover the same. Sypher objected, and the resolution was not received. The House then took up the bill reported yesterday by the judiciary committee, to repeal the bankgov-ernmt- rupt law, Tremaiue advocated the bill. Wilson, of the judiciary committee, opposed the repeal, and argued that if the law was deficient or weak in any respect it ought, to be amended iustead of repealed. Beck gave nolise of an amendment to substitute for the section which looks to details, a provision to reduce all costs, fees and charge fifty per cent. Alter further discussion the House passed the bill in the shape of a simple repeal, and au additional section requiring all pending suits and proceedings to be wound up under the present law, but a reduction of one half in the fees and charges. Wiliard offered a resolution which was adopted, directing the committee on civil service reform to cuquire into auti report as to the propriety of reducing the salaries of government officials. The select committee on the salary question have just reported a bill fixing the salaries of Senators anil members at $5,000, which shall be in lieu of all allowances, except for actual individual traveling expenses, and putting back all other salaries to their old figures, except kb to the Judges of the Supreme Court, and as to the President during the present term. San Francisco, 10. A tornado passed over Milton, Calav eras, Co , in this State, this afternoon, which nearly destroyed the entire town. AND OTHER A curious story comes to us across the ocean, of a shapeless bundle of MUSICAL INSTRUMENTS ratrs found recently in a tree;top in the South African colony of Natal. It proved to be one of the missing balloons which floated out of Paris during the siege with a freight of letters and dispatches orders from the Government of National Defense to its generals in the field, and messages of love and cheer, of sorrow and complaint from the suffering citizens to t heir friends outside.
