In the Senate, pending the reception of the President's Message, a large number of bills were introduced by unanimous consent, to be hereafter referred, including one of Buckingham, to lrovide for free banking, to secure an elastic currency by appropriate national obligations, nnd to reach speo e payments without commercial embarrassment. The President's Message was received and read, and tho Senate went into Executive Session for a few minutes and then adjourned. Accompanying the President's Message is a letter from President Bun, dated Aug. 18th, to President Giant, desiring his Government to assume a protectorate over St. Domingo to that country from hostile incur-tien- s prc-her- from llayti. In the House notices were given of ft number of bills to be presented, including one for a special bankrupt law. Butler's resolution to admit ISypher, Sheldon and Pinchbeck, from Louisiana, was discussed at leugth. The qutation as taken up separately on Sypber, who was admitted by nearly a strict party vote. Sheldon was admitted without yens and nays. Pinchbeck was not reached nhen the House adjourned. Wright's bill to repeal the act of March 8d, 1873, increasing salaries, etc., provides that nil salaries increased by that act be fixed at the same amounts as they were before its passage, though, bo far as it applies to the President, it bhall take etlect after this time under the Constitution, and so far as it applies to Senators nnd Representatives and others, it shall take etlect upon the date of the passage.
