Nov. 10, 1983) JORDAN SCHOOL DISTRICT TITLE IV INDIAN EDUCATION PROGRAM Jordan School District will seek funds under Title IV of the Indian Education Act, (Part A) to provide special services for native American Indian students within the district. A public hearing and review of the proposed application for the 1984-8- 5 school year will be held on Thursday, November 10, 1983, at 7:00 p.m. at the West Jordan Middle School Media Center, 7550 South 1700 West, West Jordan, Utah. Nov. 3, 10, 1983) NOTICE OF INTENTION PUBLIC NOTICE IS HEREBY GIVEN that on the 11th day of October, 1983, the Mayor and City Council of Bluffdale City, Salt Lake County, Utah, (the "Municipality") adopted a resolution declaring its intention to create a special improvement district to be known as Bluffdale City, Utah Special Improvement District No. 83-- 1 (the "District"). It is the intention of the City Council to make improvements within the District and to levy special assessments as provided in Chapter 16, Title 10, Utah Code Annotated, (1953), as amended, on the real estate lying within the District for the benefit of which such assessments are to be expended in the making of such improvements. DESCRIPTION OF DISTRICT The proposed District is bounded by the following lines as defined by the Bluffdale street numbering system. (In portions of the City where the designated streets do not exist, the line constitutes an extension of the street) : On the north by a line running parallel to and of one mile north of West Lane and East Lane, on the east by the line of Redwood Road, on the south by a line running parallel to and of one mile south of West Lane and East Lane, ana on the west by the line of 2200 West Street. INTENDED IMPROVEMENTS The improvements to be constructed within the District in general include the following: 1. Street paving: All of West Lane from 2200 West Street, east to its ending, and all of East Lane from Redwood Road, west to its ending. 2. Installation of water, sewer and irrigation pipeline: Along East Lane from Redwood Road, west to its ending. ESTIMATED COST OF IMPROVEMENTS The total cost of improvements in the District as estimated by the City Engineer is $96,000, of which the Municipality will pay -, leaving a remainder of $96,000 which shall be paid by a special assessment to be levied against the property abutting upon the streets to be improved or upon property which may be affected or specifically benefited by such improvements. The property owners' portion of the total estimated cost of the improvemetns may be financed during the construction period by the use of interim warrants. The interest on said warrants will be assessed to the property owners. The estimated cost to be assessed against the properties within the District shall be assessed as touows: Estimated Assessment Improvements Street paving $1,785 per lot accessing the street to be paved. Water line installation $1,093 per connection Sewer line installation $1,894 per connection Irrigation line installation $1 ,388 per lot abutting on bast Lane $694 per lot accessing, but not abutting on East Lane. Includes estimated overhead costs equal to 15 percent of the total construction contract price of the improvements. LEVY OF ASSESSMENTS It is the intention of the City Council of Bluffdale City, Utah to levy assessments as provided by the laws of Utah on all parcels and lots of real property within the District. The purpose of the assessment and levy is to pay those costs of the subject improvements which the Municipality will not assume and pay. The method of assessment shall be as set forth herein above. The assessments may be paid by property owners in ten (10) annual installments with interest on the unpaid balance at a rate or rates fixed by the City Council, or the whole or any part of the assessment may be paid without interest within fifteen (15) days after the ordinance levying the assessment becomes effective. The assessments shall be levied according to the benefits to be derived by each property within the District. Other payment provisions and enforcement remedies shall be in accordance with Chapter 16 of Title 10 of Utah Code Annotated, (1953), as amended. A map of the proposed District, copies of plans, profiles and specifications of the proposed improvements and other related information are on file in the office of the City Engineer who will make such information available to all interested persons. TIME FOR FILING PROTESTS Any person who is the owner of record of property to be assessed in the District described in this Notice of Intention shall have the right to file in writing a protest against the creation of the District or to make any other objections relating thereto. Protests shall describe or otherwise identify the property owned of record by the person or persons making the protest. Protests shall be filed with the City Recorder of Bluffdale City, Utah, on or before 5:00 p.m. on the 9th day of December, 1983. Thereafter at 7:30 p.m. on the 13th day of December, 1983, the City Council will meet in public meeting at the offices of the City Council to consider all protests so filed and hear all objections relating to the proposed District.
