Authored by Salt Lake County of Council Governments Executive Secretary Edwin E. Blaney, the 75 page report and plan is a direct outgrowth of several years of discussions and study by COG members with the COG Boundaries and Functions Committee's year-ag- o visit to Los Angeles acting as an impetus to considering the shared services plan. Called the Lakewood Plan, the shared services concept began in Los Angeles after World War II when unincorporated areas grew rapidly. Residents of these areas were unincorporated desirous of directly setting policy concerning the delivery of to their services public communities, states Blaney, but they wanted to avoid annexation into existing municipalities. Consequently new cities would be formed and through contracts .with Los Angeles County all services would municipal-typ- e be provided by the county from the date of incorporation. The plan helped the new cities avoid the costs of establishing ' numerous city departments and removed the . necessity,, of incurring heavy capital expenditures for new facilities while allowing the county to maintain its existing service system, explains Murray Mayor LaRell Muir, who was a member of the Boundaries and Functions Committee visiting Los Angeles on Aug. 18, 1982.
