The damage was tremendous yet never reached its awful potential. Our city was never really threatened by the runoff. We were, as some have said, "high and dry." However, many hundreds of our citizens pitched in to help during the crisis . Drs. Stephen E. Reynolds and James M. For some time, . criminal justice officials have expressed concern that bail requirements discriminate against the poor. In the 1960s, New York City became one of the first jurisdictions to abandon the bail requirement in some cases and release persons "on their own recognizance." Since the 1970s, Salt Lake County has granted "release on recognizance" in a significant number of cases. The researchers found that misdemeanor the among defendants in their sample, 30 percent of those who awaited trial in jail were nonwhite. Another government motive for granting pretrial release is keeping the jail population manageable and saving money. The county generally saves the most money when it releases accused felons, since felony cases take longer to conclude and defendants are likely to have fairly long waits in jail. The team found that 90 m percent of accused misdemeanants and 66 percent of accused felons in their sample group gained pretrial release.
