A temporary pump was Installed at the delivery entrance at Alta View Hospital to help drain the high waters, sand bags had to be filled and loaded by others, mud and rocks poured Into the backyard of home in Sandy while a reception center had the help of volunteers to help bail out, State Street, a, normally quiet street on Sunday afternoon, was even quieter, as water filled the underpass In Mldvale and nearly filled the street itself in y hit) Ml y - :: fS - v. ' v. Sandy. Most community drainage systems are built for a ten year storm while county flood control projects are built to handle the 100 year storms. Whether the storm of the past few days falls in the 10 year storm category or the 100 year category or somewhere In between it '4 .1 . s "d' 'jl.
