Show South Valley looks again at single bid The South Valley Water Reclamation Facility Board once again toyed with the idea of. bidding construction of the new plant in one big project rather than in three phases. The board instructed its attorney Mike Mazuran to look into the legal ramifications of asking contractors to bid both and then all of project project two in a companion bid. The board is trying to find out if bidding the plant all at once and building over a period of 30 months rather than in phases over a period of 60 months is a viable, alternative. Even though the plant would cost less to build in a single bid and 2-- A a 30 month construction period, the entities involved would have to come up with more money right away, but less in the long run. That has representatives from West, Jordan and Salt Lake County Sewage District One concerned. ' Woodrow Mickelson of District One and Darrell Jones of West Jordan told the board that they would have to hike treatment fees up to the $25 to 929 a month mark to finance their share of the effort.
