Both charges stem from a controversial - if - - - fVf 35 month in April, 1978 period beginning while NMW was under contract with the city. At the time, NMW officials alleged that then-cit- y manager Glendon Leake had asked engineer Skip Holland to stop submitting bills because the developer fees had not been paid and "there was no source of revenue (for the city) to pay them with."
