Cannon Draper Mayoral Candidate Many' have asked why I elected to reenter the political arena and even I have wondered whether my decision was in my best interest. During my first and second year as Draper's first mayor, Draper had the lowest real property tax in the valley among cities. ITie first year in office, the present mayor almost doubled the taxes. In that year, Draper showed the highest percentage of tax increase in the whole valley. In these days of financial hardship for individuals and businesses alike, only a total lack of concern for others can justify doubling taxes in any taxing district. Kenneth M.HitaUke Draper Mayoral Candidate ce , I feel the most important issue in the Draper elections this year are the zoning laws and then enfor- cement At present most of Draper is zoned for one acre lots which are too large to be properly taken care of unless they are put into pasture. I, for one, feel that most people looking for a home in this area cannot afford one acre lots. There should be some variances in the interpretation of the zoning laws so that a landowner can give his children a building lot and therefore the young people could afford to build a home. Herbert Lee Chamberlain Draper Council Candidate Midvale Midvale City is one of the oldest incorporated cities in Utah. It is rich in history and in the past was rich in tradition, spirit, and pride. Civic and business clubs and organizations were active and engaged in various commendable activities. Citizens were proud of and respected their firemen and police officers. There was a spirit of togetherness and cooperation between the citizens and the government. We fought consolidation and metropolitan movements. Our parks, streets, and water systems were paid for. We were one of the first cities to finance and build our own sewer disposal plant. Midvale has changed into a bureaucratic, anti-citize- n, anti-busine- and disorganized government. The aim of my campaign is to restore citizen participation and make over-taxe- d, Midvale proud again. My formal position paper is in the process of final completion. This will be available from my campaign workers to answer questions and perhaps dispel unfounded misunderstandings. Everett E.Dahl Midvale Mayoral Candidate The recent discussion on the Midvale City business license seems to center on the fee schedule as it applies to the lessors of residential units. One of the inequities not mentioned is that people who own more than one duplex or apartment building have been instructed to purchase more than one license while in some cases one license is good for more than one building. Another point of contention is that the Commercial Business license is based on the gross receipts of a business and that the city reserves the right to come into records of the business much the same as the IRS. or State Tax Commission. What real value can there be in a tax that drives customers out of the city, into surrounding areas? I am committed, deeply, to getting the city council out of city hall and into the neighborhoods for meetings. I am also committed to challenging the retail license fee, The city council is reviewing the business license ordinance, particularly the licensing of housing rentals. This was based on the definition of any activity for economic gain as a business. Under this definition, a savings account or any other investment would be a business, subject to a license. Mr Anderson states that if the ordinance were amended it would cost $20 each to make refunds. It has probably already cost the taxpayers over $40 to collect each $40. One purpose of licensing is regulation. This is a perfect example of regulation solely for the sake of regulation, at taxpayers' expense. It is probably more important now that city department heads live in the city man it has ever been. The tax users of the community, if they are not residents of the community, have different at- titudes toward spending and taxation than those of the city tax- payer. The best way to solve the problem is to make city taxpayers out of city tax users. Only by sharing the load will the bureaucrat learn how heavy it is. James M.
