' "The problem we face," Councilman Chris Buttars noted, "is that we told people happily that yes, there will be a park in your subdivision. I think that's a neat idea and I still subscribe to it. But are we still really going down that road? I don't see any way it's possible financially.'' City Manager Allan Tolman told councilmembers that it was important they understood the commitment made each time a park was approved. He pointed out that the expense was not only for development but for future main- raising taxes to develop and upgrade West Jordan parks. "Taxes need to go through a rethink," Councilman Buttars advocated. "There has got to be a change." The answer the council must come up with, he said, was "how to fund parks without raising taxes." Councilwoman Betty Naylor . i asked about the $2 monthly fee the council had initiated last year for own." He pointed out that since every worker did not have access to a vehicle, valuable time was lost transporting a man from park to park. And, he added, the workload was already so demanding that the crew could not adequately handle even one more park. "If we had one more park," he stated, "we would really need another person. With two more parks, we would need two more people and one more piece of flood control. Wasn't this money supposed to be usedto develop basin parks? The water seeps into septic systems and backs up into basements. Mayor Ted Lee said the problem had been discussed with the city attorney "and he advised the city not to get involved." Mrs Ludwig retorted, "Aren't you here to protect the health and safety of South Jordan residents?" The mayor replied, "The neighbors need to resolve this problem among themselves." "But the city approved this subdivision," Mrs Ludwig pleaded. The council suggested residents check with the Farmers Home Loan Administration to see if they still had a program in which the agency would purchase the irrigation pipes if the residents would install them. Mrs Ludwig left the meeting in tears. The farmer using the irrigation water, Joe Hussey, indicated that the problem would be resolved if the council would let him subdivide the land. Earlier in the meeting, the council approved a reclassification of zoning categories. Instead of (residential, 10,000 sq. ft. lot) the new designation is (residential, 1.8 homes per acre). Another trio of residents fared only slightly better with their con-- , cent of the lack of a road on 3200 West south of 10400 South. The subdivision developer was to install a road at this location, and to date, the road is a barely passable series of chuckholes. One resident was told to remove a fence to make way for the road. He complained that the council troversy. The council has not yet officially accepted the road as a dedicated street because "the terms and Lid-dia- rd Councilman Steve Ames is the chairman of the steering oloctod are conditions haven't been fulfilled" according to the city engineer. Therefore, the city cannot put in the road and have the developer reimburse the city for costs incurred. The residents did get a commitment that road base will be laid as a temporary means of making the road passable. Legal remedies will have to be pursued to resolve the problem completely. The youth of South Jordan won a minor skirmish as Mike Sorich requested they be allowed to use the south side of the city park as a soccer field. Councilman Jim made the motion to allow it this for year. However, it must be reviewed next year before being allowed. The motion passed a split . done. An effort was made to include all five committee members in the interviewing process, but due to the critical need for Planning Commission members, it was not necessary for the vote of the entire committee. Only two members of the committee conducted the interviews on the applicants since the rest were out of town or unavailable. Councilman Steve Ames indicated that the committee was to find and recommend qualified people to the council, and that was decision with Councilmen Steve Ames and Howard Smith voting no.
