As the district begins the budgeting process, officials should seriously consider his recommendation.. When contacted recently by the Sentinel, former candidate David Schmidt said that an audit should be done to determine how the of number management, secretarial and administrative positions measured up against the number of students and types of jobs needed to be performed. Schmidt pointed out that in private business, profit and losses are used as a measuring stick to an organization's determine effectiveness. management Government bodies, however do not have that same "stick" and as a result, periodic audits should be ' performed. for "It's easy really in to bring management and then for them to bring in more management," he noted. "Pretty soon there are more people in big offices behind - shiny desks than are actually out doing the work." An outside firm which has "no conflict of interest in the district" should be brought in to do the job, according to Schmidt. "They could d opinion and truly give a remain at arm's length." While he has no idea what such a proposal would cost, he believes it will be cost effective in the long run. A management audit should be welcomed by both the school district and the public because of the questions it would answer. If the district is not top heavy, as school officials maintain, the audit would lay that question to rest once and for all. If it is, as some citizens and teachers suspect, then the cuts should be made there first rather than in the building and textbook budgets. Schmidt also said that a management audit would be beneficial for other governmental agencies. Hear! Hear! If there is another way to come up with the needed funds, other than an increase in the gas tax, then the legislature is committed to finding it. The matter is still under study so that we, as legislators and tax- payers, can be sure the action we take will be what is best for the citizens of this State. 1SS1 OSS LKERSES R8X BSE! yield, improper Spelling is one area where a be a tremendous helpt the student. Often, if a motner or father will call a list of words for a child to spell for two or three times and discuss the words' meanings, the child will master every one of the words. That means the student will be able to spell the word correctly on a written test, in a spelling bee, or in the next letter that he or she writes to Aunt Nadine. Helping a child with spelling is one of the most satisfying times a parent can have. Both the drivers license and the car registration fees would be doubled. The revenue from these proposed increases would go to the Department of Transportation. The major portion of these funds ,; would go to the maintainence of our existing roads. One of the reasons that the State of Utah needs more road maintenance revenue is simply that people are driving more fuel efficient cars. For example, five years ago cars got, on an average, about 12 mpg. Now cars get anywhere from 15 to 30 mpg. In short, for the same amount of gas tax paid, people are driving on the highways more. Those who devised the spelling bee wanted to recognize individual students' improvement in spelling not just the winners. So certificates that recognize outstanding achievement in spelling imto provement are available teachers for awards to students who really work at it. .
