Approval of the bonds will provide Midvale's share for the construction of a new sewage treatment plant. Construction plans for the new plant have a history of delays dating back nearly ten years. Each passing year, the costs of construction have increased steadily. One more Oc a delay can only be more costly. While Midvale currently has enough money in unappropriated funds to almost pay its share without bonding, the city council knows that other critical projects will quickly eat up the reserve. Bonds for the treatment plant can be picked up now at a lower interest rate than can future bonds for these other needed projects. c idc Oocceu -- toec r 13fTK A UHIEK by Dr. Daryl J. Conversion to private insurance is one of a number of proposals being advanced by economists concerned with successive crises in the Social Security operation and which are examined in a Brief Foundation Research released this week. "Advocates of converting Social Security into a privately-operated- , genuine insurance program assert that such a plan is feasible," the foundation notes. "While a $3 trillion (or larger) government operated trust fund would be unmanageable, a fund of this size in private hands would be something entirely different. And maybe you've been trying hard to think of ways to help your child succeed in school. This is the week that schools, the PTA and more than 50 other organizations wOl be trying to get on the things you you should know abdut schools. It's American Education Week. It's an annual observance designed to direct attention to the needs and accomplishments of the nation's schools. Most of the news releases, leaflets, resolutions and other efforts to tell the story of the schools are aimed at you, the parent. That's natural, because it's the parent who is too often the forgotten individual in the three pillars that support learning. The first "pillar," of course, is the learner. If the student decides that he or she will not learn, then teaching that child becomes a task. The second support is the teacher, and the student has every right to expect that the teacher will do his or her level best to lift every student in, the class to success.
