In that statement, and in the voluminous literature by planning advocates which has since appeared, it is made clear that they are using the term in a way that is different from its accepted usage in earlier times. We are told that what is now being proposed is to be something new and unprecedented. In other words, the bill would create complex structure of government agencies and processes to produce an end product whose nature is only vaguely defined and which is intended for purposes not clearly specified. The sponsors of S. 795 have shown themselves quite affable in responding to criticisms during congressional hear ings. They have repeatedly indicated a willingness to make changes, even quite radical changes, in the content of the legislation. This puts them in the praise worthy position of being very open minded. It also puts them in the com fortable position of being able to make speeches in favor of national economic planning without assuming the burden of defending anything very definite. The absence of any consistent or coherent intellectual content in the planning proposal doesn't mean that it is harmless. In fact it is especially dangerous because the planning apparatus could be used for whatever purpose seems politically convenient at any given time debate n ection domestic A handcrafted Valentine Candies in S.L.C. in a Senator Humphrey has of course been one of the leading political advocates of national economic planning. He seemed to be saying he hoped that, during the course of the hearings, he would learn what he meant when he said he was in favor of planning. In fact, at the start I had to say that I had been unable to prepare, a systematic case against economic planning. The reason for my taking this equivocal position was not any sympathy with the statements of the planning advocates. It is that, in the effort to be all things to all men, they have left national economic planning as an undefined concept. In the welter of talk on the subject, economic planning has not taken any specific shape as a program for future action. It has become a cloud of mist without form, size or color. It is hard to do verbal battle against a cloud of mist. I had begun to realize that this was the state of affairs at the time I appeared before the Joint Economic Committee of Congress, in June of this year, to discuss national economic planning. In my presentation I emphasized the need for clarification of the subject before it could be seriously examined. Senator Humphrey, chairman of the committee, responded in the following words: "That is exactly the purpose oU. these hearings . . hopefully out of we this dialogue and discussion will come down to a much more clear and precise understanding of exactly what we are talking about and what we mean. j i New personalities ecently SHERIFF ON AGENDA Deputy Sheriff Sam Dawson spoke to the students at Cottonwood Heights Elementary on Jan. 29.
