This fact was brought out in a report by Utah Founda. tion, the private tax research organization, and is based on analysis of interstate differ ences in family tax burdens contained in a recent issue of the National Tax Journal. The study shows that the average tax burden in Utah is slightly below the U.S. aver age at the $3,500 and $5,000 family income levels. At the $7,500 through $25,000 income levels, however, the direct tax burden is anywhere from 3 to 11 above the U.S. average. lhe analysis compares most of the common direct taxes paid by a typical fam ily. These include the indi vidual income tax, residential property tax, general sales tax, motor vehicle taxes, and the cigaret tax. Specifically excluded from the compari son are business taxes, inner itance tajv hunting and fish ing licenses, oleomargarine tax, and liquor taxes. Foundation analysts point out that the study reported in the National Tax Journal indicates that the state and local tax burden in every state is somewhat regressive. This means that taxes take a high er proportion of personal in come at lower income levels than they do at the higher in come levels.
