City Council members here have discovered a new loophole in the city's planned development (PS) zone that has been used by developers and is now the cause of some unforeseen problems. Developer George Hobbs came before the council Tuesday night to ask for a waiver that could allow occupancy of one of the recently completed homes in the Creekwood No. 2 subdivision, 8100 So. 2300 West. J IP W 4 J 1 VVTI Occupancy of new homes is not permitted until a final inspection has been done, not ony of the home, but of the entire subdivision. Certain improvements are required in subdivisions before final occupancy permits are issued. In this situation, required fencing and some piping of irrigation ditches has yet to be completed. Graduation day at Guide Dogs For The Blind, Inc., San Rafael, Calif., is a proud one for the puppy raisers who present the dogs they have raised to blind people Guide Dogs. as However, some dogs are such fine representatives of their breeds that they are reserved to become part of the Guide Dogs breeding program. One of these special dogs is "Tucson," a Yellow Labrador Retriever, who was presented to the school by member Debbie Keilman of West Jordan. Debbie's brother, John Keilman, "Tucson" but was unable to attend the ceremonies held on Saturday, January 31, in San Rafael, full-fledg- 4-- California. Upon Hobbs. Hobbs has come before the council three times since November to ask for occupancy waivers in three different subdivisions. The staff feels that Hobbs has had sufficient information regarding subdivision requirements in the city, but that he continues to violate regulations by not meeting the "substantially complete" criteria before occupancy. Most recently, city officials said, a builder working in partnership with Hobbs closed a loan on a house and gave permission for occupancy to the new owners. Ben Lee and his family moved into their new home two weeks ago, only to learn that they were not being equipped with city water or power. The city will not supply power or water to a subdivision until the developer has met the subdivision completion requirements. Lee asked the council to consider a waiver in his behalf, stating they were victims of the developer, builder and the city's Lee and his wife have been paying mortgage payments on the home since January. The breeds that are used as Guide Dogs are German Shepherds, Golden Retrievers and Labrador Retrievers. The regular monthly meeting of the Copperview Players will be held Tuesday, Feb. 17, at 7 p.m. The Copperview Players is a group of supporters of the Copper-vieTheatre, a community theatre located in the Copperview Community Center. Offering several productions for both children and adults each year, the Copperview Theatre is funded in part by the Utah Arts Council and the National Endowments of the w Arts. Although sympathetic with the Lee family's situation, the council members felt they could not grant Hobbs the waiver because of his past refusal to adhere to the ordinance. The only recourse for the Lees, some feel, will be a civil suit involving the developer. They will have to wait until the developer gains final approval for the subdivision before gaining legal water and power access from the city. The city has stated that arrangements have been made to temporarily supply the family with water and power. Lee said that had he known the situation, he would not have closed the loan or moved in. "In fact, we probably would never have built the house in West Jordan had we known this was going to happen," he said. Under the (PS) zone, the ordinance stipulates that the builder and the developer are to be the same in order to preclude a developer from agreeing to certain things without the knowledge of the builder and vice versa. Scout troop 787 sponsored by the West Jordan 12th ward is proud to announce two new Eagle Scouts. The boys, awarded the honor at a Scout court of honor held on Jan. 31st, are brothers Ryan and Kevin Olson, sons of Mr. and Mrs. Donnie Olson. Mark Akinson is Ryan's scout master and Kevin's is Norm Springer. Each boy has earned 21 merit badges. Ryan's service project began' with a cookie sale followed by purchasing childrens books with the monies from the sale. He took the books to the Cottonwood Hospital childrens ward, read to the children and gave the books to them as gifts. Kevin's service project was to organize a recital for his piano students and have them perform for senior citizens at the Bennion Care Center. , builder. Apparently the intent of the (PS) zone is that there should not be a partnership, but that the builder and developer be the same person. Because the ordinance isn't clear, there have been several instances where the main party has been a partnership and not an individual. Hobbs insists that most builders are unaware of the specifics of the ordinance and that the ordinance should Police Look For Suspects In Robbery MIDVALE. Police officers here are continuing to search for two men who, reportedly, robbed the Artie Circle restaurant, 750 East Center, at gunpoint Saturday night. Three female employees were at work at the time of the robbery, ages in 17, 18 and 19. No one was harmed the incident. According to police reports, one of the suspects, described as being "overweight," wearing a mustache and a and clad in a yellow baseball cap, came to the counter and produced a small revolver, belived to be a .38 caliber. He ordered the victim at the counter to empty the cash register. While this was going on, the other suspect, described as thinner, bald and wearing a black leather jacket, held the door open. Both men were white males in their late 20's or early 30's. After taking an undetermined amount of money from the cash register, the gunman ordered all three employees to lay down on the floor. Both suspects then fled out of the east side door. Officers repsonded to scene within a minute of the call being taken by dispatch, but could find no trace of the men. County Sheriff's deputies and police service dogs assisted in conducting a more thorough search, which also turned up nothing.
