The Board of Education committee, consisting of B. S. Young and A. G. Giauque, appointed to inapetc the school buildings of the city, has finished its work, and is of the opinion that the buildings are virtually free from dan gerJS of being visited by destructive fires. 11 the buildings of the city have been inspected carefully, .with the view of making recommendations for im provements which might decrease the danger of pupils in case of fire. A few minor changes were suggested but the committee insists that, there Is not any degree of danger in the build ings, that some have assumed. Mr. Giauque stated that there is not a building which cannot be emptied of its pupils inside of three minutes, while such buildings as the union, the Wa satch and the Lincoln can be emptied in from one and a quarter to one and a half minutes. Among the recommendations of the committee were that the west side high school building, which is perhaps the least safe of ail, be provided with an outside fire escape for the use of fire men in carrying hose to the top, and That the stairway on the north side, which has a partial spiral turn, be re- modeled. A similar recommendation was. made in regard to a stairway in the Fremont building, and it was also ad vised that a means of egrces be prc-ided on the east side of that building. Tt was advised that each basement room in the Sumner building be provided with a separate exit, and that all the buildings be supplied with Babcock fire extinguishers for every floor. The Board f Education, in Its meet. n jr. lat night, again discussed th insurance question, and decided all insurance shall, for the next three years, be . given to "board" companies; that is, those companies represented by the board of lire underwriters. lMr. ' Branting1 and Mr. Newman contended that in view of the alleged fact that the "non-boarcompanies had provided the competition which had resulted in a reduced rate being offered by the .."board" companies, the former should be " Riven' a portion of the insurance. Got Lower Hates. '"'Mr. Youns explained that the reduced rate had been secured in an entirely different way. He claimed that the committee had discovered that the State University insurance waa betne carried at a flat rate of 90 cents a hundred, whereas the best rate the Board of Education had prewhen dividing its viously been offered, insurance, was ?1 a hundred, 6r 1 per cem. for three years. The committee then 'went to the Board of Underwriters and asked why they could not pet the same rate eiven tho University. They were told that the rate would be given if all the school building: Insurance' were given to "board" companies. Thereupon a communication was addressed to the Beard of Under Youn? claimed was writers, which Mr. fiifned by every member of the Board of Education except one. proposing that all of the insurance would be given U "board" companies provided the flat rate of 90 cents a hundred were granted. After considerable discussion, the report of the committee recommending that the Irjsurance be given to the "board" was adopted, Mr. Branting and Mr. Newman only voting in the negative.
