FRIDAY EVENING. NOV. C, 1903. The country's finances today are on a more substantial basis than at any time in the history of the Nation. Several things which have occurred in the last two months may appear against this view. The notes these adverse inllueuces as follows: "There has been a heavy fall in many kinds of stocks in the past six months. Some shares arc quoted today at half their figure at the beginning of 1903. In some of them the bottom has probably not yet been touched. Building operations in most of the large cities have declined in the past month or two, as compared with 1002. Strikes are on in a fewplaces, and others are threatened. Tw o trust com-- j panics in Baltimore susj)ended last week, and a few small State and private banks in different parts of the country have closed their doors. An adverse decision of a court has shut up a big copper mine in Montana, throwing, for the time, 13,000 people out of employment." While this is a plain statement of fact, not one of these occurrences has affected financial conditions. The Baltimore companies have resumed business, and several banks which suspended are about to re. open. The report shows that in the first half of this year 1722 criminals were ider titled by finger tips, as against mil by measurements. The impressions are taken by means of printing ink worked into a pad, on which an arrosn-- person is required to press with the tips of his lingers and thumb, and then make an impression w ith his digits on a card on which his name and other details are registered. The prints thus taken are classilKa in accordance with certain rules based on the nature of 'whirls," "whorls," a'rches' and "curves" shown in the lines of the finger prints, and identification is simplified by further subdivisions, which make tie comparison of a suspected person's impression a matter of great simplicity.
