Of the two plans for the construction of the reservoir, one is to raise the nec essary funds by a bond Issue, and the other is to build it a little at a. time by a special tax levy of 1 mill. The former method is embodied in a resolution presented by Councilman A. J. Davis. The discussion was opened by Councilman Fernstrom, who favored the mill tax levy. Joseph A. Silver, of the Commercial club, was opposed to the issuance of bonds this year. City Engineer Kelaey, in answer to questions put by W. W. Jllter, said that of the proposed cost of the reservoir would go Into the foundation and the first twenty feet of the dam. A steel faced dam would cost about I235. 000. the first twenty feet costing $117,500. and would conserve but 4 per cent of the 1.000,000,000 gallons capacity of the reservoir. Col. William Nelson thought It would be economical to let contracts for all the steel at once. Chairman Thomas called Councilman Vlgus to the chair and then presented his opinions, and Mr. Itlter spoke for some minutes on the difficulty of floating bonds. State Engineer Doremus attacked the purity of Parley's canyon water. John Snell suggested that It would be advisable to sink wells north of the city to ascertain how wiuch water flows under the city. Dr. S. B. Young took exception to State Engineer Doremus statements concerning the purity of the water, stating that it was pure and good for all .
