OF EXPENSES OF SAID . FUNCTIONS; AND PROVIDING FOR A PENALTY; AND REPEALING AND REVISED ORDINANCES OF PROVO CITY 1949. BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF PROVO CITY, UTAH: Section i. Purpose. It is the purpose of this ordinance to establish a means whereby this municipality may remove or abate or cause the removal or abatement of injurious and noxious I to j 15 49-0-- . weeds, and pf garbage, refuse, or unsightly or (deleterious objects or structures pursuant to the powers granted to it by Chapter" 11 of Title 10, Utah Code Annotated, 1953, as amended, and pursuant to its gen eral power to abate nuisances. It is hereby declared that the above listed weeds, objects and structures shall continue a nuisance when they create a fire hazard, a source of contamination, or pollution of water, air, or property, a danger to health, a breeding place or habitation for insects or rodents property for the entire Season of weed growth during that year. The Board of Review shall make proof of service of such notice under oath, and file the same in the office of the county treasurer. I Section V. Hearing. At the written request of an owner or occupant ordered to remove or abate said weeds, objectionable conditions, or objects from his real property, the governing body shall conduct an informal hearing (which need not be reported) wherein said owner or occupant MORE MORE MORE MORE MO may present such evidence and argument as is pertinent to the question of whether or not the removal or abatement of said objects or conditions is properly within the purview of this ordinance. The Board shall also permit the presentation of evidence and argument by the Board of Review and other interested parties. Prequalification of bidders is required. Prior to any bidder receiving drawings and specifications, it will be necessary, that he have on file with, the Prequalification Board of the State of Utah, completed and approved, the required prequalification statement pertaining to contractor's experience and financial condition. Bids will be received until the hour of 2:00 P. M. Oct. 3, 1963, at which time they will be opened and read aloud in the Building Board Conference Room, 124 State Capitol. A bid bond in the amount of five of the bid, made paypercent able to the Utah State Building Board, shall accompany bid.
