The appellate court has ruled that the U.S. District Court here has the power to enforce recommendations of a "watchdog" court of monitors named to keep an eye on the way Hoffa runs the union. Attorneys for the union said they would appeal to Chief Justice Earl Warren to issue-stay pending a ruling on their petition for a Su preme Court review. Reservoir and stream supplies of water in" southern Utah are nearly depleted in some cases and in short supply in others. Livestock on des'ert ranges in Beaver county 'are losing weight and in Millard County stock wa ter is getting critically short in many areas. In more populous Salt Lake County, good water supplies in reservoirs make a favorable outlook for the rest of the season.
