NOTICE OF PUBLIC HEARING AND BONDS TO BE ISSUED NOTICE IS HEREBY GIVEN pursuant to the provisions of the Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended (the “Act”), that on September 21, 2017, the City Council (the “Council”) of Park City, Utah (the “Issuer”), adopted a resolution (the “Resolution”) in which it authorized the issuance of the Issuerʼs Sales Tax Revenue Bonds, Series 2017 (the “Bonds”) (to be issued in one or more series and PURPOSE, TIME, PLACE AND LOCATION OF PUBLIC HEARING The Issuer shall hold a public hearing on October 12, 2017, at the hour of 6:00 p.m. at 445 Marsac Avenue, Park City, Utah. The purpose of the hearing is to receive input from the public with respect to (a) the issuance of the Bonds and (b) any potential economic impact that the Project to be financed with the proceeds of the Bonds may have on the private sector. All members of the public are invited to attend and participate. PURPOSE FOR ISSUING THE BONDS The Bonds will be issued for the purpose of (a) financing (i) a portion of the costs of a revolving program of the Issuer acquiring and constructing affordable housing units within the Issuer, (ii) the costs of land and parking, plaza and walkway improvements for a planned arts and culture district, (iii) additional parking and plaza improvements within the Issuer, (iv) road improvements within the Issuer, (v) open space acquisition and related improvements and (vi) park, recreation and community center improvements (collectively, the “Series 2017 Project”), (b) funding any debt service reserve funds, as necessary, and (c) paying costs of issuance of the Bonds. In connection with the housing improvements described above, the Council has determined that there is a need for the Issuer to work with the its Housing Authority, its Redevelopment Agency and others to facilitate the development of additional affordable and attainable housing units within the Issuer in order to preserve the core community values of Park City and for the Issuer to use appropriate means to assure that such housing units remain affordable including through the Issuer retaining an interest in such units by deed restrictions and otherwise. In connection with the arts and culture district also described above, the Issuer may use the proceeds of the Bonds for the acquisition of land for such district and dispose of a portion of such land to other participants in the district and use the proceeds of such disposition for the parking, plaza and walkway improvements relating thereto. PARAMETERS OF THE BONDS The Issuer intends to issue the Bonds in the aggregate principal amount of not more than Forty Million Dollars ($40,000,000) to mature in not more than fifteen (15) years from their date or dates, to be sold at a price not less than ninety-eight percent (98%) of the total principal amount thereof, and bearing interest at a rate or rates not to exceed five and one-half percent (5.50%) per annum.
