Watkins T (R-Uta- h) today urged Utah's library-shorural communities to survey and outline their needs, so that they may possibly take advantage of the new Federal Government's Library Services Act. The act, which recently passed the Senate without amendment to d its form, is expected to be signed by the president this or next week. Emergency Plan "This is a five-yeemergency program," Senator Watkins said, "through which the Federal Government wiL endeavor to aid our rural residents to initiate libraries in their communities through the encouragement of modest funds in grants. The funds totalling each year for five years will be allocated on a basis. Projects first received will gain initial consideration." Utah, as other states, will re ceive a basic allotment yearly of $40,000. The balance of the appropriation will be divided among the States on the basis of their rural population as compared with the rural population of the United States.
