Show SUNDAY, AiWL 26. 1953 Crisis In School Financing . The current crisis in Utah public school financing might te Utter underitood if we review the educational picture back 35 years. The increase of state school revenue has paralleled the growth of education in Utah. Following World War I the legislature enacted a school attendance" statute that compelled all children to attend school until school they were 18 yean of age or had completed the high cosrse. Putting Into operation this act would have imposed great hardships on many of our school district unless the state- provided a substantial portion of the cost of education. The people therefore amended the constitution in 1921 and provided for a payment of $25 out of state funds to the local school districts for each child of school g on the census count This money went to poor and rich districts regardless of need. The problem was not so great at that time because children were fewer who were attending school. High schools particularly were limited in population. For example, in 1918 there were only 930 students graduated from all of Utah's Bublic hifirh schools. Twenty years later, in 1938, there were graduated 7,655 high school students. The high school increase in percent of the total of all children attend ing school increased from 9.16 per. cent In 1918 to 80.33 cent in 1938. At the beginning of the 1930-4- 0 decade it became that the $25 allocated on the school census basis for the state was inadequate and was not based upon need or ability to pay. Hence, in 1931 the equalization law was enacted. This law provided for the state to provide $5 for each child but to pay on a formula that gave con sideration to the wealth of the school district Several of the wealthier districts received no money from this equal ization fund and the very poor district received not $5 but two or three times that amount In 1937, paralleling the increase of school costs, the Uniform school fund was enacted into law, again providing more money for poorer district.
