Some people, who should be prosecuted as felons, will get off on charges of neglect and others who may have had no bad intentions may get a harsher punishment than is necessary. But I definitely think that this is a step in the right direction. A message needs to be sent about proper care for animals in Utah. On a recent visit to the South Utah Valley Animal Shelter in Spanish Fork, I was shocked to see how many people bring in animals that they own and just don't want to care for anymore. The shelters should be an absolute last resort. They are already overwhelmed with feral animals and unwanted litters. This is a societal problem. People should make sure they have the time and money to care for a pet and then get their dogs or cats the appropriate vaccinations and procedures, such as spaying and neutering.
