At the Provo Tabernacle park, people can learn all sorts of crafts and skills, including how to do archery, knit, cro- - . chet, repair a bike, carve wood and spin yarn, for free at the Living Arts Exposition. An information booth will be on the Provo Tabernacle grounds with the complete schedule of class and event times. There are also two stages with performers every hour, a mechanical bull, a fine arts exhibit and 164 booths with people selling all kinds of stuff and services. Last year there were 124 booths. . Then, comes the Stadium of Fire with si performance by McEntire and fireworks. Couches and large pieces of furniture are not on public space. Noise ordinances will be enforced, and people along the parade route are asked to not use fireworks after 10:30 p.m. Friday. The use of any fireworks is prohibited along the route during the Freedom Run and Grand Parade. "Our goal is for people to come out and have a good ex perience," said Provo city spokesman Michael Mower. And when the parade passes through the city, Independence Day revelers can enjoy Festival Days, which runs from noon to 10 p.m. Friday and from 10 am to 6 pm Monday in addition to its hours Saturday. The event this year is bigger, occupying the grounds at the Utah County Historic Court House and the park at the Provo Tabernacle across the street. "There is just a lot going on," said Stephen Gray, director of per-mitt- Ads The campaign shows teenagers as people and tries to dispel labels. Both the print and TV spots have teens talking about how they are prejudged by how they look. The ads all focus on the same slogan created by Richardson: "I am my which promotes the idea that teens have the power within themselves not to do drugs. But it is unusual for university students to be responsible for a national advertising antidrug campaign. It started as a project in BYU professor Doug McKinlay's advertising class last year. The class came up with six ideas for an ' g campaign and sent them off to an advertising agency in New York: Oglivy & Continued from A 1 television and radio next week and will start appearing in magazines within a month. But the true test will be if student drug use is reduced, Walters said. Summer is an especially important time to get the campaign started because drug use grows by 40 percent during the summer, he said. "The campaign is designed to give young people education," he said. "Many young people trjl drugs because, number one, they falsely believe everyone does it ... in addition, they don't understand the messages thevf get about what is attractrvtyor adult." Mather. Officials there picked Richardson's idea and then helped the class to make the ads better. Next, many departments in BYU got involved, from theater to photography, to get the television spots filmed and advertisements produced, and they did it all for anti-drug- ," . The Fed statement said that since its last meeting on May 4, the economy has continued to grow "at a solid pace and labor market conditions have improved." rt "incoming inflation data are somewhat elevated, a portion of the increase in recent months appears to have been due to transitory factors." This wording echoed comments Greenspan has made in recent speeches and in congressional testimony. He has said that he saw no signs, despite a temporary surge in energy prices, that inflation was becoming a problem. But Greenspan also has said that if this view changed, the Fed was ready to raise rates more quickly. That sentiment was reflected in the Fed's statement, which said the central bank "will respond to changes in economic prospects as needed to fulfill its obligation to maintain price stability." If inflation remains moderate, analysts believe the Fed will move gradually to a funds rate of about 4 percent. Long-terrates, set by financial markets, also would climb. Analysts said some of these rate increases already have occurred, given that the Fed for several months has signaled its intention to start raising rates. That had marked the 13th Fed rate cut in a series that began back in January 2001 as the central bank battled to jump-staan economy staggered by a series of blows, from a plunging stock market and the 2001 recession to terrorist attacks and two wars. With Wednesday's rate increase, borrowers have seen the lows for mortgage rates and other bans. But economists said that rates for homes and autos should continue to be attractive, given the Fed's comments that it did not expect inflation to pose a problem soon. The Fed reaffirmed a pledge, first made at its May meeting, that future rate increases would come "at a pace that is likely to be measured." "The bottom line is that the Fed is going to continue to be cautious about hiking interest rates," said economist David Jones, author of several books on the Fed under Greenspan. "While we are seeing solid growth, we are not seeing an overheated economy." Jones and other analysts said they read the pledge as indicat-- . pering a series of centage point increases spread into next year. Many economists are looking for the Fed to keep increasing the funds rate until it hits around 4 percent. At that level, analysts said, the Fed would view the rate as neither stimulating extra growth nor acting as a drag on growth. The rate increases are expected to have little impact in slowing the economy before the November election. That would be good news for President Bush and other incumbents. His spokesman, Scott McClel-latold reporters that rising interest rates were not a concern because rates are still at "historically low levels. The economy continues to be strong and grow even stronger." Gene Sperling, an economic adviser to Bush's presumed Democratic rival, John Kerry, said the real threat to interest rates was not Fed action but Bush's tax cuts, which have caused the federal budget deficit to doesnt 2004 "The bottom line is Continued from Al Whataday! 200 N 1. . mid-Marc- h, C O cu OK nn taai n.iuil. wcciv, ac- WkAmt inr pcuciu cording to the mortgage company Freddie Mac.
