M Best at the 1879. 2182 - THE BONUS. Whether or not one is in favor of the proposed bonus for world war men, a plan recently Tribune for payment of the proposed by -- bonus isnteresting. The newspaper refers to the desire of the president to have some definite way of obtaining money for the bonus, and the difficulties that have been encountered by opposition of labor and the farmers' bloc to the sales tax plan. The alternative, that of taking the necessary money from the national treasury and trusting to circumstances for reimburse- -, ment, the newspaper points out, also has been vigor- . ously attacked. The Tribun gays- ''That being the case, we beg to draw the attention both of the president and of wealthy opponents of the bonus to a recent report of the" civil service commission. It found that on June 30, 1922, there were' 122,806 more employes in the federal executive civil service than on the corresponding date of 1916. Approximately 100,000 of these new governmental em- "pTbyes owe their jobs to the war, which is now" nearly four years past. The other 22,000 are unexplained. "But it would be conservative, we believe, to say that the government can function wijh no more than 70,000 employes in addition to those on the rolls before, the war. That would mean a reduction of about 50,-0employes or a financial saving of approximately $80,000,000 per year. That would more than pay the first year's cost of the proposed bonus. Spread over the sameperiod in which the bonus runs, it would virtually eliminate any need for additional taxation." In other words, the government by eliminating a portion of its superfluous employes, easily could save enough money to pay the bonus. There has been much argument for and against the bonus, so much so indeed that it is difficult to get at the real facts as to just what the result would be if the bonus should become a reality. But to the average person it would seem that the United States is able to meet this responsibility. If it were necessary to have this sum for defense or for spme other cause, a way would be found to get it. The' fact that thousands of persons are holding lucrative and unnecessary positions as the result of the war, and are being paid a sum in salaries that would seem that the United States is of those who favor the soldiers' bonus, while the government is contending that it cannot give this small recognition to invaluable services, suvely does not reflect much credit t the-Chica- go l I ' That Kallio is '1-- i The Wrestling Season Is On. Cowardly delay in balancing budgets, political makeshifts by which issues of cur- r'ency were substituted for levies of adequate taxes, failure to consolidate national debts into loans, are at the bottom of Germany's plight. This is pointed out by the reparations commission, whose ground for this latest grant of delay is that Germany may have time to correct these lamentable conditions. It is not the weight of the reparations but Germany's failure to' meet hef 'obligations by a sound economic and financial system that is to blame. Every angle of the situation was considered by the reparations commission and it was considered that they were not reasonable. The only thing not adequately considered was the way the German government would approach its obligations. Now we shall see how it will behave under this new grant of leniencv.
