The act authorizes the coinage of $10,000 in gold dollars and $250,000 it half dollars to be delivered to the Grant Memorial association, of which Hugh L. Nichols, a former chief Justice of Ohio, is president. This association is to buy the coins outright from the government and also to provide for the entire expense of making them. What changes have taken place in the business world mentality when the National Clothiers association gravely expresses itself as follows to the Interstate Commerce commission: "We believe that this is not the time for a horizontal reduction in all freight rates. We believe Instead that oil reductions possible at this time should be centered on farm products, farm machinery, steel and iron, coal and such Italic commodities. We believe Willi substantial reductions in basic commodity rates return to normal conditions will be hastened."
