',0, y v A - ir!, WEST IS RETURNED THE SCHOOL CENSUS TAKEN IN JULY, 1915, SHOWS THAT IN the Salt. Lake City school district there are 26,347 school children between the ages of 6 and 18 years. The school population has increased 1000 in number for each j'ear in the last five years. The number of school buildings in Salt Lake City is not adequate to house all of the children of school age in the city. In a number of buildings the congestion is so great as to seriously interfere with efficient work; in others the principals and teachers are forced to seat children in halls and in basement rooms lighted by artificial light and illy adapted to study purposes. Last year, because of the lack of room in which to accommodate all the children, and because it had no funds with which to build more buildings, the Board of Education was compelled to and did purchase and is now usiug sixteen portable frame schoolhouses. While these portable buildings helped to relieve the congestion for the time being, necessarily each one could take care of only a comparatively small number, and for obvious reasons they are at best only a makeshift. The fund derived from taxes each year for building purposes is not enough to enable the Board to keep pace in the building of school buildings with the rapid growth of the city's population. In other words, the school population is at the present time growing faster than the tax fund for school buildings is growing. The only alternative which the Board has, therefore, is to submit to the qualified electors of Salt Lake City the question as to whether or not the electors desire to have the Salt Lake City school district issue bonds for the purpose of raising the funds with which to build the required buildings. It is not now a question whether this method or some other method is the more desirable one for raising ths necessary money; the only question, in effect, is as to whether or not the qualified voters desire to have the necessary additional buildings built. There is only one method now open in which to accomplish that result, as the law now stands and as the building fund from tax sources now stands, and that is by a bond issue. The proposed bond issue, which is $200,000, is well within the bonded limit of Salt Lake City school district as fixed by law, that limit, based upon the assessed valuation of property in the school district, being approximately $595,000 over and above that which is now outstanding. If the bond issue is voted favorably, the Board of Education will purchase" one school site west of Liberty park, upon which it now has an option, and will erect a schoolhouse thereon; it will also purchase another site and build another schoolhouse in some one or another section of the city where the need is the most pressing and where the building will best relieve the overcrowding in other buildings. The Board is quite content to submit the matter to the qualified voters of Salt Lake City. The citizens of Salt Lake City have a just pride in their city, in their schools and in the vigorous, healthy growth of both.
