S61S So., Koarns CY CONSTITUTIONAL AMEIiDMENT A JOINT RESOLUTION PROPOSING TO AMEND ARTICLE XIII, SECTION 2 OF THE CONSTITUTION OF THE STATE OF UTAH, RELATING TO TANGIBLE PROPERTIES EXEMPT FROM TAXATION. Be It resolved by the Legisla-tur- e of the- - State of Utah, two -- thirds of all members elected to each of the Houses voting; in favor thereof:" Section 1. It is proposed to amend Article XIII, Section 2 ' of the Constitution of the Stat of Utah, to. read as follows: Section 2. All tangible prop erty in the 'state, not exempt under the laws of the United States,' or under this constitution shall be taxed in proportion to, its value to be ascertained as provided by law. The property of the sta4, counties, cities,' towns, school districts, municipal corporations and public libraries, lots with the buildings thereon used exclusively for either religious worship or charitable purposes, and places of burial not held or used for private .or . corporate benefit, shall be exempt from taxation. Water rights, ditches, canals, reservoirs, power plants, pumping plants, transmission lines, pipes and flumes owned ana used by individuals or corporations for irrigating lands within the state owned by such Individ- -' nals or corporations, or. the individual members thereof,' shall not be separately taxed as long as they shall be owned and used exclusively for such purposes. Power plants, power transmission lines and other property osed for generating and delivering electrical power, a portion of which is used for furnishing power pumping water for irrigation purposes on lands in the State of Utah, may be exempted from taxation to the extent that such property ia used for suck purposes. These exemptions hall accrue to the benefit of the users of water so pumped under such regulations aa the legislature may prescribe. The taxes pf the indigent poor may be remitted or abated at such times nd in such manner as may be provided by law. Tha legislature may provide for the from taxation of exemption homes, homesteads, and person 1 al property, not to - exceed $2,000 in value for homes and homesteads, and all household furnishings, furniture, "and equipment used exclusively by the owner thereof at his place of abode in maintaining a home for himself and family. Property not to exceed $3,000 in. value, owned by disabled persons who served in any war in the military service of the United States or of the State of Utah and by the unmarried widowa and minor orphans of such disabled persons or of persons who while serving in the military service of the United States or the State of Utah were killed in action or died as a result of such service may be exempted as the legislature may provide. The legislature shall provide by law for a annual tax sufficient, with other sources of revenue, to defray the estimated ordinary expenses of the state for each fiscal year. For the purpose of paying the state debt, if any there be, the legislature shall provide for levying a tax annually, aufficicnt to pay the annual interest and to pay the principal of such debt, within twenty years from the final passage of the law creating the debt ' MIA. . t. Frank Dehlm sustained an in jury at his work and had to be hospitalized. Mrs Grandau Finlayson was in a Salt Lake hospital. Mrs Stella Peterson spent Tuesday visiting her friend, Mary Huffaker Larsen, at the home of Mrs Larsen's daugh ter, Mrs Elmo Church in Provo. The welcome home LDS serv ice for Kay Cook, son of Mr & Mrs Owen Cook was held in the West Jordan First Ward Sunday evening. Stephen McAllister spent the conference week end with his grandparents, Mr & Mrs John Jones after attending LDS conference sessions. Clyde Shields, British Colum bia, Canada, cousin to Mrs Ed mund McDougal, spent a night at the McDougal home during conference time. The West Jordan Fourth Ward Relief Society held its annual conference on Oct. 10. The Stake Relief Society residency and the Stake board were in attendance. It was also work day meeting. Miss Charlotte Kaffard, Hood River, Wash., and her girl friend spent the conference week end at the Edmund L. McDougal home. Miss Patricia Dahl, who is living in Salt Lake, spent the week end with Mr & Mrs William R. Moss.
