C. meeting last week, the Interna tional Association of Game, Fish and Conservation Commissioners agreed upon a statement concerning recreational nunting and fishing on land and water areas now administered and proposed for administration by the U. S. Dept. of the Interior, National Park Service. Utah Department of Fish and Game Director Harold S. Crane attended the meetings. He is a member of the executive and legislative committees for the association. Crane said the statement resulted primarily from two controversial issues. One was the determination of Park Service officals to maintain the "hands off-nhunting" policy under the present program; the other the future application pf this same policy to greatly enlarged National Parks and Monument lands now proposed. The statement issued by the International - Association following the recent Washington meeting reads as follows: "A. Existing Parks and Monu- .' ments 1. Hunting is traditional in the United States in early years as a necessity and in later years as a form of recreation important to the economics of the nation and to the social, moral, and physical of our citizens. 2. The right and authority to manage resident species of wildlife including game and fish is recognized as a basic state responsibility. 3. State game and fish agencies through systematic research and management experience have kept pace with wildlife environment changes due to both natural and artificial causes, and are therefore best qualified to recommend and to direct control measures when necessary. 4. The National Pa.rk Service now faced with unsolved problems related to the destruction of natural environment by an excess number of animals is offered the cooperative assistance of these state game and fish agencies and the opportunity to: a. Extend the multiple use concept to National Parks so as to include limited controlled recreational hunting in trouble areas, b. Improve habitat and wildlife population balances in an economical manner by eliminating current and proposed payments for these services in exchange for the assist-mc- e of qualified licensed hunters. c.
