This week the public got a peek at the plan, heralded as economical, efficient, and unified. There would be a health commissioner and a health council. And here is the catch: Salt Lake City would have five representatives on the council, the rest of the county four. Here is another catch: The "efficient" unified department would cost $100,000 a year more than tlie present two departments. And here is one more catch: The department would require a new building, to cost to up a millionjiollars. This is efficiency?
