A GALLERY . . . Congressman Stringfellow and I had been on the Floor listening to the debate on the Mexican Labor Bill. We were sitting near Congressman Bently, of Michigan, when we were called to testify be SHOOTING fore the Appropriations Committee just across the hall on the restoration of funds for watershed lands in the Cache Valley National Forest. We had just completed our testimony when we heard a series of shots from the Gallery, just above us. I dashed out to the Lobby and found there lying in anguish my good friend Congressman Ben Jensen of Iowa, Chairman of a House Appropriations Sub Committee. A letter I had given him urging appropriations for the Weber Basin project was sticking out of his pocket. Passing into the House chamber I saw Congressman Bently with a bullet wound in his chest, his blood staining the Floor of the Congress. Scattered about were others on the other side of the aisle three Democrat members lay mounded and in great perience, it seemed that an act of Providence had spared Congressman Stringfellow and myself, and it brought new meaning to the thought that each ef us no matter where should keep ourselves in spiritual readiness to answer our Maker's call. they see fit while enjoying the bounties of this Country. They seem to realize on which side their bread is buttered and have three times voted down complete independence for themselves. FACTIONS IN THE ISLAND . . . There are three political divisions. The majority party, headed by the first elected Governor, Luis Munoz Marin, represents those who favor the present free Commonwealth. Another group, the Republican Party, stands for Statehood. Statehood has received little support. A third secion, the Nationalist Party, is a small, radical fringe which demands independence. WHAT'S BEHIND IT . . . Such outbursts don't just happen they are well brewed. I believe 1 can see the dastardly, invisible hand of Communistic agitation in this attack. As far back as 1943 the Communist Party in the United States pledged their full support to the POLITICAL ENCOURAGEMENT . In 1917 Congress passed the Organic Act giving Puerto Rico full American citizenship; in 1947 . . President Truman (after being their target) signed a bill to permit them to elect their own Chief Executive. 1950 brought the Act by Congress enabling them to draft their own Constitution, setting up a government modeled on our own. Their government is a free Comaffiliated with the monwealth, United States. They enjoy many benefits of our relief and welfare pain. programs, and pay no taxes to this ACT OF PROVIDENCE . . .
