Chambers, Logan mayor, lectured on council-manag- er and city commission structures of government, respectively. Class sessions information of municipal government were handled by Mr. Fordham, Dr. Wolthuis, Mr. Chambers, Morris F. Swapp, Bountiful mayor; Olof E. Zundel, Brig-ha- m City mayor and Ben J. Ravsten, Clarkston town president. Utah Bennie Schmiett, Municipal League executive director, reviewed this year's activities and services of the League in such areas as conducting schools and conferences, suggesting legislative proposals, providing informational services and assistance in federal programs, publish ing a directory of municipal officals, providing legal counsel, coordinating local, state and national programs and conducting research projects in cooperation with Utah colleges and universities. The Utah Municipal League is a cooperative organization of Utah municipalities run by and for those municipalities and their officials," he said. Besides the vital educa tional functions performed at conferthe League-sponsorences, institutes and workshops, these gatherings give municipal officials and employees an opportunity to exchange ideas to make their jobs more effective. Receiving a small scattering of hands in response to his question of how many of the high school-ag- e boys in the audience have attended local city council or town board meetings, Mr. Schmiett suggested that they all could learn a great deal from visiting and observing their local governments in action. One of the more fascinating services provided by the commember league to munities is the rendering of legal opinions by A. M. Ferro, UML legal consultant. ed An example of the questions fielded by Mr. Ferro is a June request by a small town board what to do about the unsightly abandoned property of a man who left the community.
