For a school with the enrol lment of Woodstock, more than 2,000 books are needed in the library. At the present time, books are being borrowed from the Midvale library. They will be recalled in about two years and this action will deplete the shelves of about 1,000 books. Mrs. Sumner said the $400 will buy approximately 200 books. Intoxicating liquor or narcotic drugs or drug derivatives to drive or be in actual physical control of any vehicle within this city. (b) In any criminal prose cution for a violation of subsection (a) of this section, re lating to driving a vehicle while under the Influence of Intoxicat ing liquor, the amount of alcohol In the defendant's blood, urine, breath or other bodily substanc es shall give rise to the following presumptions: (1) If there was, at that time, 0.03 percent or less by weight of alcohol in the defend ant's blood, it shall be presumed that the defendant was not under the influence of intoxicating liquor. (2) If there was, at that time, in excess of 0.05 percent but less than 0.08 percent by weight of alcohol in the defend ant's blood, such fact shall not give rise to any presumption that the defendant was or was not under the Influence of Intox icating liquor, but such fact may be considered with other com petent evidence in determining the rullt or innocence of the defendant. (3) If there was, at that time, 0.08 percent or more by weight of alcohol in the de fendant's blood, it shall be pre sumed that the defendant was under the Influence of intoxicat- I ing liquor. (4) The foregoing provis ions of this subsection shall not be construed as limiting the introduction of any other comp etent evidence bearing upon the question as to whether or not the defendant was under the influence of Intoxicating liquor. (5) A peace officer may, without a warrant, arrest a person for a violation of this section when such a violation is coupled with an accident or collision in which such person ts involved and when such a violation hat in fact been committed, although not in his presence, when the officer has reas onable cause to believe that the violation is committed by such person.
