But how many know that the town of Parowan in southwestern Utah was designated as the official capitol by the territorial legislature of 858? Great Salt Lake City, where the first "State of Zion" was organized in Utah, served as the headquarters for Mormon affairs from the date of first occupation in 1847. Since the Church was handling civil governmental affairs in the absence of a more formal government, Great Salt Lake City might be termed a "headquarters" for Utah's first government, if not a "capitol" in an official sense. The legislature of the newly formed "State of Deseret" in 1849 more formally established the city as capitol. Peaceful resolution of the Johnston army episode in the spring of 1858, however, eased the tension, and the legislative session of 1853-5ignored the resolution and met in Salt Lake 9 City. The Federal territorial officials in this session, however, insisted that Fillmore was the legal capitol of Utah and demanded that the move be made. The legislature accordingly made the transfer, but again dissatisfaction with accommodations prompted the lawmakers to name Salt Lake City as official capitol. It has so served from that time.
