Some illuminating differences and similarities in BritishJand American labor conditions are disclosed by a brief comparison of the two disputes. For the organizers of the textile workers the issue of wages was less important than their claim to bargain on behalf of all the workers as their accredited representatives. In Britain the accredited latter issue could not now arise. After intensive organization for halt a century the miners of each coal field are tightly lxuind in one supreme organization, and are effectively federated with the mining unions in all other areas. A strike having once been decided upon not a man would remain at work. The employers would not venture to question the claims of the union leaders in each district to bargain for the men. But this acceptance of collective bargaining has not led. as it has in some British industries, to satisfactory relations between the coal owners and the miners. The fact that the recent dispute nearly reached the stage of a strike which nrght have destroyed the South Wales coal export trade, and so proved equally ruinous to masters and men. shows that in this case there was something very wrong in the relations between capital and labor. The issue was entirely one of wages. The masters did not deny that the pay in this district was extremely poor worse even, in real value, than it had been before the war. But the owners ytooel firm on the s'mple ground that there was no money in the industry out of which to pay higher wages. Arbitration was obviously indicated. But the two sides could not agree upon the type of body that should arbitrate. Finally, just as in America the Administrat:on had to interThe Minister for Mines discussed the vene, so in Britain. matter with both sides; and at the eleventh hour an agreement was arrived at to refer the wages question to a court of arbitration setup by the Government. The final avoidance of strife is significant. Ten or even eight years ago this situation would almost certainly have led to a conflict. In the earlier period British trade unionists had much 'confidence in the effic ay of the strike weapon. Today they distrust it. There is now among trade unionists a more general realization of the damage done bv industrial conflict than there has ever been before. The readiness 'of so determined a body of men as th South Wales coal miners to fall in with the proposals of the Minister of Mines is evidence of a saner spirit now prevalent in British labor circles.
