Robert McMahon Ogden ALC Transformation Office Director, Maintenance Directorate As 1 talk witti members of Team Hill about transformation, the most often asked question is, "Why?" Why this emphasis on transformation, process improvement, and culture change? The answer comes down to a single word survival. We are a business, and like any business we must continually improve to survive. The marketplace grows daily with new comsustainment panies that want to get into the Dol) weapon-systebusiness. For our "company" to survive in this competitive market, we must become more aggressive at improving the quality and timeliness of our products, while simultaneously reducing Durcost. Some within the Air Force are uncomfortable referring to the air logistics centers as businesses. To alleviate that concern, we must underscore that our "bottom line" isn't profit as it is in the commercial sector. Rather, our "bottom line" is Dol) readiness. Our challenge is to produce the highest level of readiness for the least possible cost. Unless we are able to meet the warfight-er- s' (our customers) expectations for increased readiness at the least cost, they will look to others for their support. If this occurs, our "company" won't survive. For the warfighter, one of the most visible aspects of our "company" is depot maintenance. The warfighters' perception of how serious we are about transforming is, in great part measured by how much change is taking place in the depot maintenance arena. For that reason, the Maintenance Directorate must be at the fore front of transformation within the air logistics center. Since returning to the Ogden ALC, I have been impressed with the efforts already underway within the Maintenance Directorate to transform ... to ensure survival. However, in keeping with the proud tradition of our Center a tradition of innovation and excellence survival cannot be our only goal. Our vision must be to become bold America's Best Maintenance, Repair, and Overhaul Operation, end bold and to achieve that vision, our focus must be on producing a quality and at the least possible cost. product, e To accomplish this vision, we must create an environment where changes to our processes, our culture, our measures, and our attitude can occur. What we will do is: on-tim- by Col. "MAQ" Maquet The Transformation Office has been searching for a process or capability this year to change the Center Cul- Process ture. We think we have found something that will work. It is called "The Game Of Work." Transformation requires three parts to be effective Culture Change, Tool Education and Sustainment. The hardest part of Transformation is the Culture Change, because it requires changing attitudes and behaviors in the work force. To change how we do business and have employees buy into the new changes, they must see a benefit in changing and they need to totally buy into the change. If we're unable to make this Culture Change happen, we are doomed to stagnation and lack luster performance. With the Culture Change, we can be world class and take this Center from good to great. The Game of Work does this by identifying the differences between typical work behavior and recreational behavior. In recreation we often pay to do things that are more work than what we do in our normal jobs. The reason for that boils down to five key differences, according to the Game of Work people feedback, scorekeeping, goal setting, choice and coaching. These key differences can generate the motivation to work better, just like they generate the motivation to excel in games or sports. Therefore, the concept is simple. If we can use these five key factors to motivate our employees to change their attitudes and behaviors, we can achieve the Culture Change that we need. I encourage each of you to find out more about the "Game of Work" and ask your management when you will get the chance to try out this innovative way to change our culture and change how we work on a daily basis. Improvement Educate and train our workforce. Our team must have the skills and knowledge needed to most effectively perform in today's work environment. This includes ensuring our management team has the skills to most effectively lead our workforce. Provide the resources needed to accomplish the job. We must improve the quality of our facilities, equipment, and tools, as well as find new ways to improve parts support to the mainte- nance process. Set high but achievable goals. We must measure our performance in different ways than we historically have, and ensure that we hold quality, schedule, and cost as equal measures. Hold everyone accountable for their part of the operation. Everyone must help pull the wagon, regardless of their role within the organization. Reward success! We must find better ways of sharing our success with those who created it. How we will do it is: Focus on the maintenance process. Our purpose is to create products, and it is essential everyone in the organization under- stand their role in achieving that goal. Create a safe working environment. We have already begun a directorate-wid- e campaign to institutionalize "6S" as a way of life. In addition, we have a myriad of facility projects underway to improve the safety and quality of life for our workforce. Make prudent investments. Training and education are investments, not costs and much of our initial focus is on our training and education programs. As well, we can't achieve our goal of being the premier MRO without quality tools and support systems. Eliminate waste. Lean will be a primary tool for eliminating waste in our processes, and we will apply LEAN in both the production and support areas. Is this an ambitious plan? Absolutely! Will we survive without? Absolutely not! We have already started down the road to being America's premier Maintenance, Rcpaii and Overhaul Operation, and I look forward to future opportunities to update you on our progress.
