Show OHjkopTknes Jane 27, 2002 Commentary The following questions were submitted May 8 during Maj. j Commander's Call Gen. Scott Betgren e Is there a plan to improve parking here at Hill? When will it improve? Parking is an issue here at Hill from the number of spaces long-rang- I and location to enforcement and convenience. We're installing 183 parking spaces on the south end of the softball fields and have funded another 201 spaces on the south side of Bldg. 503, the Hydraulic-Pneudrauli- c facility. We also just added 100 spaces near Bldg. 800. While we don't have an end date for parking improvements, we are developing plans to add new parking both in the east and west area to handle increased workload. We are also working to increase parking convenience, but for the time being, we still need help from employees to park only in designated spaces to allow emergency vehicles adequate clearance and for pedestrians to use crosswalks and underground walkways. Why have awards cheap or non-existen- Answers from Commander's Call the list is compiled, then those candidates are scheduled to interview. Other organizations perform a records review and interview all candidates. A few organizations merely interview all candidates without pursuing a records review. Every attempt is made to schedule the interviews within a short timeframe. If any of the candidates are not available during the initial interview schedule, the final outcome of the interviews is delayed. Once the candidates have been interviewed, the interview panel reviews the rating scores for consistency and the candidate with the highest total score factors and interview score) is the tentative selectee for the position. At this point, the selecting supervisors construct a ten- been so money and time off t? tative selection package with a staff summary sheet, documentation relating to the position and selection, rating criteria, and selection criteria. The complete package is then forwarded through the selecting supervisors director and civilian personnel to the executive director for approval of the selection. The final notification is made after the executive director approved the selection. Filling a vacancy through a promotion involves more than just an interview. Each organization has its own selection process. Some organizations do a records review to come up with a "short list" of employees with highest initial rating by experience, education, training, appraisals, and awards. Once Hill How will the closing of DLA affect the chances of opening the VERAVISP opportunities for the base? Will there be any incentive retirements offered to help negate the impact on DLA personnel? And if so, how many? There will be a VSIP II program this summer. The award criteria are outlined in AFI 11-1- 2 pay adjustments), the gap in salary between federally employed engineers and those employed in private industry has widened. The Air Force recognizes that to recruit and retain engineers, their compensation must be comparable with that of private industry. Although support at all levels of the Air Force exists for increasing the SSR tables for engineers, an increase in the SSR tables for fiscal 2003 has not been centrally funded. Locally funding the increase was discussed during a Civilian Employment Cost Management Committee meeting earlier this year. The estimated cost of funding the increase for the remainder of fiscal 2002 ranged from $3.2 million to almost $5 million Insufficient flexibility in the civilian pay account precluded funding this increase for either fiscal 2002 or 2003. $25,000 in monetary incentives may be made available to encourage employees in selected occupations to voluntarily separate from their jobs. The objective is to create vacancies at one DoD activity that could be used to place employees who are being RIF separated from a different activity. Incentive offerings will be targeted to Hill AFB employees who occupy jobs that could be used to place the separating DDHU employees. The most senior Hill employee in each of these will be contacted by their Directorate Resource Office, beginning in to determine interest in voluntary separation. There is no need for employees to apply, as in years past. Only the most senior employees will be contacted. The program is expected to last through Sept. 30. The specific grades and series are not yet known, but will be limited to those of the employees being RIF separated from DDHU. That information will be available in early July in each Directorate Resource Office. mid-Jul- Engineers at Hill AFB have been on special salary rate pay schedules for approximately 20 years.
