Show June 7, 1 99 1 Leave policy explained military member and recently my daughter chicken pox. My wife works and could not take time off her job, and so I requested leave to care for our child. Since my wife would be home on the the weekend, I wanted to terminate my leave on Friday and start it again on Monday, but they wouldn't allow me to do that. Why won't they allow us to schedule leav e around the weekend when we are staying in town and would be available for duty? Ql'm A Air Force Regulation 35-- clearly covers your situa-tion. It states, "Successive Monday-Fridaleaves (or periods of leave surrounding other normal y days will not be approved except under emergency or unusual circumstances as determined by the unit commander. If this type of leave is approved, the approval authority must make sure the individual is available in the local area during the intervening period." Your unit commander is charged with the responsibility of determining if emergency or unusual circumstances exist and I will support his decision. This provision is not to be used as a means to save members leave days. Congress has repeatedly stressed that military members are to use their leave as they accrue it and have generally been against any policies or procedures which would encourage members to save leave or increase the number of days a member can save without using it. This particular policy supports the congressional direction we have received. If you have additional questions, call MSgt. Grace Bynum at Ext. 72104. 9 4 y off-dut- IOD limits secretarial promotions a result of the Integrated Organizational restructure, we lost our branches as we have known them in the past. That means that for the most part we no longer have GS-- 5 branch secretarial slots. Most of the GS-- 5 secretaries were given GS-- 4 jobs as unit secretaries. Now the GS-- secretaries are having to sit in for the division GS-- 6 secretaries which we don't think is fair, because there is no way we are ever going to qualify for a GS-- 6 without getting a GS-- 5 first, and there will be no GS-5 slots. more As we see it, unless a secretary's background allows her to qualify for another series, the GS-- 4 secretaries have come to a total dead-enIs anybody working this problem or were we totally forgotten in the IOD QAs 4 d. structure? I appreciate your concern. Rest assured that the IOD jp"1 reorganization has not changed the career ladder for GS--4 secretaries. Currently, about 40 percent of the secretarial jobs on base are at the GS-- 5 level, which is about the same as before IOD. This allows ample promotion opportunity for the GS-4- s and provides a fertile recruitment source for GS-- 6 vacancies. I don't anticipate significant change in the ratio of secretaries at the GS-4-, 5, 6 or 7 levels. For clarification, the grades of secretarial jobs aren't determined solely on whether they are located at branch or division, etc. Size and complexity of the organization served is only one of the many factors considered in the grades of these jobs. Weight program unfair There seems to be a real inequity as far as how the weight management program is administered for officers, noncommissioned officers and airmen. An NCO or airman can lose rank or be disciplined if overweight; but if you're an officer, it seems like it doesn't Q matter. Couldn't they have given us a little more time for things to get back to normal? The Ai Force has just published a revised weight effective Feb. program, Air Force Regulation 35-15. The goals of the Air Force Weight Program are to encourage an overall healthy lifestyle and to improve military appearance and readiness. Several significant revision changes should be highlighted. Semiannual and annual weigh-i- n requirements have been deleted. Everyone in an Air Force uniform is required to comply with standards of the weight program, and commanders are required to ensure that anyone who does not meet the standards is identified and entered into the weight management program. I can assure you that Hill AFB officers, airmen and NCOs are treated equitably in the weight program. All orderly rooms should now have a copy of the revised program. When can we expect to receive that information? i V " " We are sorry you did not receive a copy of the Nov. 15, 1990 interim policy and procedures for managing computer systems resources that was sent to all organizations on base March 18. In April 1990, U.S. Air Force headquarters moved the responsibilities for computer systems costing $50K or less from the base supply unit to the base communica- tions unit. Under this policy, only the base communications unit can request contracting activities to purchase automatic data processing resources for customers. Base supply was ordered not to process or receive any Air Force Forms 601, Equipment Action Requests, or Air Force Forms was 205, IssueTurn In Requests, and the 1881st to receive requests for computers on an Air Force Form 3215, Communications-Compute- r Systems Requirements Document, and Air Force Form 9. The transfer of the automatic data processing equipment inventory from base supply will not occur until the procedures are field tested. In the interim, accountability for the inventory in the Standard Base Supply System will remain with base supply units. However, the 1881st will receive all automated data processing equipment and update the Information Processing Management System and affix Air Force Form 992, ADPE Identification Labels, to the equipment and make arrangements with the automatic data processing equipment custodian for pickupdelivery. G Realignment and RIF oxplained Q Would you please explain the difference between a action? realignment and a reduction-in-forc- e 4 A realignment is the movement of an employee when there's a change in the structure of an organization. In a realignment, the employee stays in the same agency, such as the Air Force, and there is no change in hisher grade or pay. Federal Personnel Manual Supplement 296-3Subchapter 21, covers the rules for realignment. A RIF occurs when positions are abolished and employees are consequently separated, demoted or reassigned to other positions. FPM Supplement 351-- directs RIF procedures. QI I would like to thank the Officers' Wives Club for the great entertainment they provided at Weber State University. We were very impressed with their talent and the positive attitude they had. They did a great job and I think the people should know about it. I During Desert Storm and Desert Shield, a need MA arose to access KSL news. In response, we temporarily installed this capability on LOGDIS. Since Desert Storm is now over, the capability to access KSL news has been taken off of LOGDIS. Your very thoughtful and appreciated comments concerning the entertainment by the Skylarks, the Officers' Wives Club singing group, have been passed on to the OWC. It is always pleasant to know the hard work and dedication going into a program are noticed and appreciated Lower prices Recently I had a medical emergency and was in need of leave. I would just like to thank all those who donated leave to me and this is the only way I could think of doing it. A heartfelt thanks goes out to all the employees who make the Voluntary Leave Transfer Program a success. at Youth Center Can't something be done about the high prices for child care and summer day camp at the Youth Center? They are getting so ridiculous that if you have more than one child you can't afford to send them both. It seems like more and more of our benefits are being lost all the time. Please do something to lower the prices so we don't have to go off base where the prices aren't so high. fl This year is the first year we have increased our weekly summer day camp fee in more than four years. The weekly price was increased from $45 to $50. Breakfast, lunch, snacks, field trips and all other activities are included. We offer a program includfield ing weekly trips, swiniming, bowling, drama, music, dance, Red Cross first aid classes for children, recreation games and "Room to Grow," a child enrichment program. Local day care centers downtown charge $50 a week during the summer and provide breakfast, lunch and a snack. Many do not offer field trips. Some places also e charge a registration fee of $25. We take pride in the fact that we are a children's camp, not merely a baby-sittin- g service. We have contacted other Air Force bases to inquire about their summer day camp fees. Bases with similar programs range from $45 to $60 a week; however, meals were not included. Our daily fee is higher than many places downtown to discourage people from bringing their children only on field trip days. In the past, we have had on the days a field trip is schedas many as 40 drop-in-s uled. When the cost of the field trip and necessity of paying additional staff to supervise those extra children are taken into consideration, we end up losing money on field well-round- ed one-tim- Outline weight program Why are people on the weight program allowed two to three hours out of the regular duty day to attend aerobics class? In a small shop, this places a lot of extra work on those individuals who maintain their weight and conform to the guidelines set by the Air Force standards. Q the Air Force Weight Air Force Regulation 35-1MA and Fitness Programs, dated April 10, 1985, provides unit commanders flexibility in operating the physical conditioning program. It states, "The unit commander is responsible for the overall administration of the unit fitness program and the requirements of this regulation. While physical conditioning is an individual responsibility and should be performed primarily during normal time, unit commanders have the prerogative to allow y conditioning when possible as mission requirements permit." The children sign up for the field trips, at least two days in advance, and pay only for the cost of the field trip; however, they do not receive breakfast, lunch or snacks and are only allowed to enter the Youth Center 15 minutes prior to the field trip departure.
