Show WEDNESDAY, OCTOBER 11, THE DAILY UTAH CHRONICLE HATE CRIMES continued from page 1 disability crimes, though. "Forty-thre- e states have laws against hate crimes," Biskupski said. "Twenty-on- e of the 43 exclude laws against sexual-orientati- crimes." As the law stands now, Utah State Sen. Pete Suazo, Lake, said there is no effective e law in Utah. "We need to be frank," Suazo said. "This is the fourth year the Senate has been trying to pass D-S- alt hate-crim- legislation," but the Utah House of Representatives is hate-crim- e too conservative, he said. There are three main hate groups in Utah: the National Nationalist Alliance, the Neo-Nathe and Arian Organization zi Group. Suazo said these groups are formed with a philosophy. "Swastikas on buildings and cars and burning crosses on lawns of interracial couples are Sexual Harassment Tops U Complaints some of the hate crimes seen in Utah over the past year," Suazo said. "The main goal of these groups is to threaten peace and harmony in entire communities." Along with vandalism and violence, hate groups are dispensing information in high schools and mailboxes to relay their message of hate. "These groups have code words that create fear and hate," Suazo said.. "They are trying to make an impression on the younger population." Utah State Rep. News Editor 84 al For the second year in a row, sexuharassment was the No. 1 com- plaint filed with the University of Utah Office of Equal Opportunity and Employee Relations. The annual case management report completed this week showed a slight increase in the number of sexual harassment cases over last year. Of 43 complaints of discrimination or harassment, 15, or 35 percent of all new cases, involved sexual harassment. Last year sexual harassment complaints made up 32.4 percent of Koehn, said there needs to be more pressure to encourage hate-criis, legislation. "The way to be more aggressive in hate-crilegislation is to increase education," Koehn said. "We need to instill tolerance and understanding in our culture." Koehn said there need to be consequences based on the inability to get along. "We still have a long way to go before we can enjoy the inalien- pending. The equal opportunity office hears all complaints from students, faculty and staff. "We are neutral in these cases," Loveridge said. "All we want is to get the real story." Some people first bring their complaints to a government agency, such and as the Utah Labor Division, because they are worried the U's equal opportunity office will attempt to protect the U instead of investigate the case objec all new cases. This is the first time the same complaint category "dominated two years in a row," according to the report. But Tom Loveridge, the office's director, doesn't think the U has a growing sexual harassment problem. "I don't think we are having more sexual harassment, but I think it is now more reported," Loveridge said. He attributes the increase to changing societal pressures. It is now more socially acceptable for people to claim harassment than it has been in the past, he said. Also, he hopes the training sessions conducted by the office for new students and employees and the training requested by individual groups, has led to an increased knowledge of the office. Loveridge added that the U has an average number of discrimination able rights of freedom, equality and justice," Suazo said. of cases. The total number of cases includes those that originated more than a year ago, but are still under investigation and new cases, which were reported tills year. Of the 43 new cases filed 35 percent required some disciplinary action ranging from sensitivity training to dismissal; the evidence did not support the complaint in 28 percent of the new cases, meaning the office took no action, and 5 percent of the cases were withdrawn by the complainant. Also, 16 new cases are still tively. Loveridge says this is not the case. "We have no vested interest in the outcome," he said. "The best protection for the university is to take action immediately so we are not liable in the long run." The U has dismissed employees from all levels of importance, from administrators to researchers to staff members, due to complaints. "There is nobody who is untouchable on this campus," Loveridge said. "We have always had the support from the administration." U President J. Bernard Machen and his cabinet have a policy on sexual harassment or discrimination and at times the punishment handed down from Machen exceeds the recommendation from the equal opportunity office. "We have never had stronger support than we have now," Loveridge said. "They are strong on sexual harassment." And the new government in India is necessitating revolutionary changes in more than just the political realm. This is according to sociologist Victor S. D'Souza, who spoke at the Hinckley Institute of Politics Tuesday on "Social Change and Moral Order in India." India, which has already reached a population of billion, is expected to have the largest population of any country by the year 2050. It has been unable to adapt to the newly implemented democracy, D'Souza said. Changes in India's political system have been difficult since the people have failed to connect political and religious reform or effectively judge the moral order, he said. "It is the moral order that connects the domains of society, culture and personality," D'Souza said. "But the traditional moral order in India has been shattered by changes taking place in politics." D'Souza said a new moral order must be created to coincide with the emerging democratic system.
