Landlords Upset Over New Ordinance SAMHARKNESS Chronicle News Writer Recent action by Mayor Dccdcc Corradini has landlords feeling a dent in their pockctbooks and daimingaloss of privacy. Earlier this month the City Council's approved Ccmdini's proposal to require annual lirrnsmg and inspection of all rental units in Salt Lake City. The old law only applied to apartment houses offre or more units, while all other rental properties more than 15,000 -- went unchecked. The new ordinance, effective Oct 1, will cost apartment owners a minimum of $103. Each year anyone who rents an apartment will have to buy a' business license ($70), pay for the building inspection ($30) and cough up an additional fee for each unk inspected($3). The $103 will not cause a colossal increase in rent, but code compliance w2L Most of the city's housing is 50 years old and repairs and inmroverncnts needed fix code compliance could be - expensive, which owners will pass that on to tenants. Corradini has been accused of creating the ordinance to generate funds for the city. Ken Connaughton, Corradini's public relations assistant, said the focus of the ordinance is safety, not dollars. It's an issue of safety and habitabili-ty- . The revenues generated wiU simply pay fix the additional inspectors ... Connaughton said. "Basically, it will pay for itself. Why would the rest of the tax payers have to pay to make sure rental units are safe?" "I think k's wrong. You're invading my privacy to come in and look at my properties" said Salt Lake landlord Forest Hansen. Rainer Huck, spokesman for Salt Lake City's Coalition fix Low Income Housing, agrees. "Renters have as much right to privacy as owner occuand yet they are now being pants denied that They've been told now mat once a year they must allow a government inspector into their homes, who wiU be there to look fix whatever he .wishes." "What's the difference between me renting out three or four units and you renting out five to ten units and you get inspected and I don't?" Connaughton countered. "Do I have a right not to get inspected? The public has a right to safe housing and part of the city's charge is to make sure they get it" The ccolition and Hansen would like to see an optional inspection policy. Landlords who want to be licensed and inspected by the state could pay the fees and advertise their units as "state r approved." "The market should deckle what people want If tenants prefer to five in housing, then that is what they will rent," Huck said. government-inspecte- d "It the optional system wouldn't address the issue. With the vacancy rate so low around 3 percent, any apartment can be rented. This is not a buyer's mar- ket hbaselksmarketwhercarrything you've got available is going to be rented So, the whole point of what toe cky is trying to do is make sure mat the houskig spot is safe," Connaujdttoa said.
