Show faliffil ,. I . mi . . . I ; I... ,-, from page eight Democracy is best defined as the selection of leaders through "free and fair" elections. According to this definition, it was not until voting rights were extended to women' and minorities that America even became a democracy. There are also several "democratic states" in the world that do not focus on human rights, such as the Philippines. The democratic world consists of two types of governments: One, A liberal state, one focusing on human ' rights and limits political control over the individual, and two, a Democratic state, one with free and Glares Tuxedos Welcomes of U Students Back To School U i St : . Asia, as a whole, does not fall into the liberal state category. There is a history of Confucian hierarchy in government, even in "free" countries such as Japan. To J say that China must abandon Holiday 5612 South Redwood Rd. years of historical Confucian . under values and adopt those values of the United States is absurd. In the 1600s and 1700s, western Murray ' invaders ruined Asia with their: advanced technologies in attempts to promote western religions and western tradeindustry. China was only one country that attempted to. close her doors to westerners, but was turned inside-ou- t by them. After the fall of the Nationalist Party and Chiang Kaishek (Oct. 1. 1949). China closed her doors to the U.S. as the U.S. also closed her doors to China until President Nixon went to China in 1972. For 23 years, China had no relations with the U.S. and fell somewhat behind in technology and industry. Deng Xiaoping is currently involved in many plans to aid in the development of China, indeed he plans to quadruple China's GNP between 1979 and the year 2000. He also allowed for economic development in Shanghai and other regions in China, as well as the continuation of economic policies in Hong Kong after their return to China in 1997- - His goals are to run China a country system of "one two systems," namely . communism and capitalism. If the government were to rapidly lose control, such as what happened in h the former Soviet Union, of the world's population (1.2 billion people) would be in a chaotic state and the suffering would be tremendous. Currently people have' food to eat and life is not too bad. There is a problem in China in the treatment of prisoners and those that threaten the control of the gov- ernment. but it is a problem that China must deal with- - The U.S. or any other country cannot reasonably say that their policies are right for China. As China continues in one-fift- her economic development, the issues facing her future, such as human'rights, will be addressed because the people will make it happen, and the government recog-nize- s this fact. The development, if it is to be successful in all aspects, must occur naturally. For now. the U.S. should eagerly seek friendly business and political relations' with China and not reclose our doors to a country in development. David M.
