After several public meetings, across the state, the Wildlife Board recently approved proposed changes to improve the hunting experience for those wanting larger bucks in the reducing the regional hunter cap, moving season dates, allowing primitive weapons-onlhunting on some units, or limited entry hunting." Deer plans also call for a statewide wintering population of 418,700 deer. Utah's prelimistatewide winter nary 1997-9population is estimated at 285,650 deer, more than 130,000 short of objective. Welch suggested that weather and changing habitat conditions brought about by natural plant succession (shrub habitats converting to grass habitats), development and fire, are the main reasons the state's deer are not reaching their population management objectives. Elk hunting may, on the other hand, see greater hunting opportunities in the future. Welch continued, The state's elk herds are much closer to reaching population management objectives, with Utah's preliminary 1997-9- 8 winter elk population estimated at 59,810 elk, only 5,639 animals short of the winter population field. Although the new deer plans maintain the current buck to doe ratios and the percentage of bucks or better, management plans will now call for means to reach the goals set in 1996. These plans call for a minig mum season buckdoe ratio of 15 bucks per 100 does and 30 percent of those bucks being or better on most of the state's 30 wildlife post-huntin- management units. According to Mike Welch, Big Game Coordinator for the Division of Wildlife Resources, mature deer have resulted from the plans, with the objective of at least 30 percent of the buck deer or better being being exceeded on almost every unit. But, while many units are close to reaching their 15 bucks per 100 does objective, few are attaining it. Welch reported, To reach that goal, well have to further restrict the harvest of buck deer." He added, "Ways to attain September, which could include y unit-by-un- it 8 objective of 65,449 elk." winter Preliminary 1997-9populations on each of the state's 30 management units varied, with some units over objective, some under and the remainder reaching objective. The plans approved by the board also call for 8 bulls per 100 cows observed after the hunting season, with BjkEfflllS km 9 ,.
