"None of the Utah County ones meets those standards," said Willis. The townships were created in February as votes by area residents showed support for maintaining a rural lifestyle, enabled by the township law created by the 1996 Utah State Legislature. With that creation of the townships, it added another layer of one which would government have to give permission before property owners in the area could remove their land and petition for annexation into a city. Removing that approval process seems to tip the scale in favor of those wishing to develop. "The new law is focused on giving private property owners a more liberal opportunity to do what they who advises both Cedar Hills and American Fork. "The legislature is full of developers or friends of developers who have a bias that government takes too many property rights away," Despain said. "The perception is that the rights of the private property owners are so absolute that governments have no rights." Some developers tend to focus on the "takings" that cities and other government entities exact from those developing, he said, and don't acknowledge the increases in property value given by p Day & Monday Tuesday Wednesday Thursday & Friday Officers were dispatched to a domestic dispute call, then told that they weren't needed. The North Shore Township south of American Fork and Lehi, and the Manila Township north of Pleasant Grove, have been declared invalid. That's based on recent a law enacted by the State Legislature, which went into effect without the signature of the governor. "It appears that the legislation eliminates townships," said deputy county attorney Kent Willis. There were certain conditions established under which a township would be converted to a planning district. In that case, a group of planners would have to give their permission before a property owner removes land from the township to seek annexation to one of the surrounding communities. Those conditions center around the size of the properties, percentage of the land valuation, and Domestic dispute results in jailing of wife, husband public input for '97 budget i. . - Lehi seeks V ; ft, ... The Orem Institute is the second largest program in the world, with only the program at Utah State University being larg5,500 er. "When you consider that we're r basically still status, that is amazing," he said. "You have that many students involved, you have a pretty good influence on what happens on campus. The college is really blessed because of the two-yea- institute." The UVSC program is so successful that LDS Church officials have decided to expand the existing facility by 50,000 square feet, doubling its current capacity. The expanded institute will have 22 classrooms (up from 11), a new. chapel and a new cultural hall with expandable doors that Felix says "will dance almost 3,000 kids." In addition to the physical expansion, Felix said the program itself has expanded according to a directive from the First Presidency of the LDS Church that said the institute program should involve every young person between the ages of 18 and 30, not just those who are enrolled in college. As a result, Extended Institute classes have been formed in surrounding communities as far away as Heber City and Juab County, including Lehi, which Felix said was one of the first to become involved. He also said that institute classes were started on the BYU campus for those youth who are assigned to a BYU Ward, but who are not enrolled at BYU and not required to take religion classes. In addition to his work with the Church Educational System, Felix has also served as a bishop in Hawaii and as a bishop of a BYU ward. He has also served as a bishop's counselor in the Lehi 9th Ward and on the high council of the Lehi Stake. He and Becky have five children, four of whom have served LDS missions. "We have just really enjoyed Lehi," he said. "We feel like there have been some excellent teachers here. For kids who want an opportunity to be in lots of things, it's a great place to raise kids."
